Job Title: Animal Control Officer I

Department: Police Department

Reports To: Community Support Manager

FLSA Status: non-exempt

Pay Grade: 04

Summary:
Answers all animal complaints. Captures animals as required. Impounds or disposes of animals in accordance with the existing Hot Springs Village Property Owners' Association (HSVPOA) Policy, the laws of the State of Arkansas, and Saline and Garland County Ordinances.


Essential Duties and Responsibilities
(Other duties may be assigned):


  • Respond to calls for service from the HSV Police Department and complaints received by Animal Control.
  • Patrol Hot Springs Village per assignment.
  • Capture stray, at-large dogs and cats, attempt to return them to owner while in the field.
  • Impound dogs and cats if field search for owner fails.
  • Maintain records on all animals impounded in the HSV Animal Control Shelter.
  • Maintain Daily Logs and generate monthly reports.
  • Generate Incident/Call Reports as necessary per procedures.
  • Clean and maintain the Animal Control vehicle, office, and equipment as assigned.
  • Inspect all Animal Control work areas daily to ensure cleanliness and being hazard free. Mitigate issues found immediately.
  • Secure confidential records, firearms, ammunition, and other equipment as assigned.
  • Backup Animal Control Technicians regarding shelter maintenance and animal care.
  • Collect fees and other charges as necessary.
  • Will be required to drive HSVPOA vehicle while conducting HSVPOA business.
  • Regular attendance is required.
  • Must be certified by the NACA (Animal Control Officer course 1) within six (6) months of the date of hire or classification as an Animal Control Officer.

: To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Must have a pleasant personality and be able to meet and work with the public. Must be able to demonstrate a minimum proficiency with issued firearms.


Education and/or Experience
: High school diploma or general education degree (GED); or extensive training and/or work experience dealing with animals.


Language Skills:
Ability to read and comprehend simple instructions, short correspondence, and memos. Ability to write simple correspondence. Ability to effectively present information in one-on-one situations.


Mathematical Skills:
Ability to add and subtract two digit numbers and to multiply and divide with 10's and 100's. Ability to perform these operations using units of American money and weight measurement, volume, and distance.


Reasoning Ability
: Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions. Ability to deal with problems involving a few concrete variables in standardized situations.


Certificates, Licenses, Registration
: Requires a valid Arkansas driver’s license and clean driving record with proof of liability insurance. Must receive and maintain National Association for the Care and Control of Animals’ certification for Animal Control Officers Level 1. Satisfactory Firearm usage proficiency and safety annual HSVPD evaluation required.

While performing the duties of this job, the employee is frequently exposed to outside weather conditions. The employee is occasionally exposed to wet and/or humid conditions. The noise level in the work environment is usually loud. This is a safety-sensitive position.
