Housing Kitsap is committed to providing affordable housing and building connections within our community throughout Kitsap County. We are looking for a talented and motivated Construction Supervisor to join our Self-Help Housing team. Strong organization and leadership skills are a must.
Building Group Members’ Activities- Leadership Skills
Follow and enforce the Building Group Membership and Labor Agreement guidelines. Hold weekly group meetings to discuss previous weeks goals, problem solve if expectations were not met, and discuss goals for the following week. Continually advise members to become familiar with and refer to the Agreement for problem solving and guidance. Encourage Members to collaborate with other Self Help staff and to share their experiences, seek guidance, and communicate regarding any concerns, questions, and problems. Provide group motivation. Foster teamwork to show the importance of each Member’s role within the decision-making process and success of the group. Help Members solve problems as a group while encouraging and fostering a respectful and cohesive environment for all. Write tasks to be completed with time frames and responsible person for completing tasks. Train members on the tasks necessary to reach their goals of building homes, with an emphasis on safety. Treat each member fairly and be consistent with your actions and activities.
Site Responsibilities
Coordinate site activities. Prepare building permits. Prepare budgets for material and subcontractor purchases. Maintain tool and equipment inventory. Maintain a weekly inventory of the tools per the tool management directive and the mutual self-help membership labor agreement. Coordinate timely jurisdictional inspections and permits. Take proper safety precautions, anticipates unsafe circumstances, and acts accordingly to prevent accidents. Coordinate and oversee the timely and successful completion of subcontractor efforts, which includes specifications, timelines, and performance clauses. Analyze proposals submitted and the contractor bids on behalf of the members. Maintain appropriate communications with subcontractors to answer questions and resolve problems. Negotiate contract modifications. Adhere to building codes. Promote cost-effective use of the organization’s resources. Ability to maintain strict confidentiality standards.
Purchasing and Inventory Control
Inventory and determine supply and equipment needs on a timely and consistent basis. Determine specifications for supplies and equipment to be purchased. Check deliveries against POs’ to assure they meet specifications, quantity, and quality. Monitor invoices to assure proper payment. Work with Rural development during their site visits and for general inquiries. Maintain records.

Knowledge, Skills, and Abilities
- Maintain regular, reliable, and punctual attendance.
- Must be adept at handling multiple tasks and responsibilities; have the ability to effectively change priorities quickly and to work cooperatively and proactively with department members to accomplish goals.
- Ability to read and understand blueprints, specification sheets, and materials associated with residential house construction.
- Thorough knowledge of residential home construction to include all facets such as site preparation, framing, roofing, siding, concrete work, finish, and hardware installation.
- Thorough knowledge of current Labor and Industries regulations and current Uniform Building Code Regulations.
MINIMUM QUALIFICATIONS
- Strong leadership qualities.
- Five years in the trades, three of which must be a journey carpenter. One Year as a job site supervisor is desirable.
- Excellent interpersonal, coaching, and leadership skills.
- Proficiency with a variety of construction equipment including saws (hand, table, skill, and radial arm), drills, sanders, and ladders.
- Computer skills in Microsoft Windows, including word and excel.
- Possess a current State of Washington Department of Labor and Industries Basic First Aid Card.
- Possession of a valid Washington State driver's license throughout employment with a fully insurable driving record and current auto insurance.
- Ability to pass a criminal background check. High School diploma or GED required
PREFERRED QUALIFICATIONS
- Higher level of education with emphasis on vocational skills such as carpentry, drafting, or mechanics.
