Brief Description



Under broad guidance, the Lab Specialist is responsible for:
a. Overseeing, coordinating, and scheduling activities within areas of
responsibility; ensuring continuous Quality Improvement throughout
laboratory section(s)
b. Performing a wide variety of complex chemical, biological and physical
analyses of environmental samples to produce high quality, legally defensible
results in a cost effective and safe manner and analyses must be in compliance
with regulations and in support of HRSD operations and programs
c. Carrying out problem solving and troubleshooting involving instrumentation
and analytical procedures
d. Validating and reporting analytical data and maintaining sample integrity
e. Adhering to approved state and federal protocols, SOP’s, Quality Assurance
Plan and Laboratory Chemical Hygiene plan
f. Communicating HRSD’s Mission, Vision and Values
g. Providing leadership, training technical knowledge and support to section
staff with a focus on teamwork
h. Participating in Quality Improvement efforts and serving on Quality
improvement teams

Job Requirements


a. Education
Required
Bachelor’s degree in Chemistry, Biology, Biochemistry, Environmental Science, Physics, or related science as approved. Alternatively, a bachelor’s degree in other disciplines with at least 30 credit hours of college course work in Chemistry, Biology, Biochemistry, Environmental Science, Physics, or related science as approved.



Desired
Masters level coursework with specialty courses in operation of complex analytical instrumentation or highly specialized analytical technique



b. Experience
1. Required
a) Demonstrated ability in performing complex biological and chemical testing and operation of analytical instrumentation
b) Ability to follow complex technical and quality assurance directions and procedures

2. Desired
a) Three years laboratory experience performing environmental analysis for compliance programs
b) Experience with analytical and industry specific computer programs (e.g., LIMS, GIS, Microsoft Office, etc.)
c) Experience working in a team environment using quality principles

c. Job-specific Technical Competencies
Required
a) Requires abilities to operate, troubleshoot and perform maintenance of complex analytical instrumentation
b) Broad knowledge of laboratory techniques, theory, and application of specialized methods, procedures, and quality assurance protocols pertaining to the analyses of water, wastewater, soil, sediment, plant and animal tissues, microbiological, air and other samples
a) Working knowledge of new technologies, equipment, and processes pertaining to laboratory analyses of various environmental samples
b) General knowledge of laws and regulations pertaining to laboratory operations, wastewater treatment, and analytical procedures including EPA approved methods
c) In-depth knowledge of water and wastewater treatment processes
d) Knowledge of a wide range of complex and variable analytical procedures and technology used in the lab processes at HRSD
e) Ability to present data in meaningful graphical form; ability to write reports conveying analysis and recommendations
f) Ability to communicate effectively, both verbally and in writing
g) Skill in the use of specialized and sophisticated analytical instrumentation
h) Ability to use MS Office products at an intermediate level of proficiency and a variety of other industry-specific programs (e.g. LIMS, instrumentation software) at an advanced level of proficiency

d. Special Licenses
Required
Valid Driver’s License from state of residence
