Course Developer

The Course Developer is responsible for designing and developing competency-based courses across multiple delivery formats, including instructor-led training (ILT), computer-based training (CBT), and distance learning. This role supports curriculum development for eight functional areas: Staffing/Recruitment, Labor Relations, Employee Relations, Equal Employment Opportunity, Performance Management, Compensation, Classification, and Workforce Development. The Course Developer will collaborate with subject matter experts (SMEs) to create engaging and effective training materials that align with instructional design best practices.

General Responsibilities:


  • Develop and design competency-based courses from concept to completion based on functional curriculum requirements.
  • Create training materials for multiple delivery methods, including ILT, CBT, and distance learning.
  • Collaborate with SMEs to ensure content accuracy and relevance.
  • Incorporate instructional design best practices to enhance learner engagement and knowledge retention.
  • Utilize multimedia tools such as HTML, Photoshop, Captivate, Audacity, Microsoft Office, and Adobe products to develop course content.
  • Ensure course materials align with adult learning principles and instructional theory.
  • Review and update training materials to reflect policy and process changes.

Experience Requirements:


  • Minimum of three (3) years of experience in course development.
  • Experience with HTML, Photoshop, Captivate, Audacity, Microsoft Office, and Adobe products.
  • Strong knowledge of instructional design principles and competency-based learning strategies.
  • Ability to develop engaging and interactive learning experiences.
  • Excellent communication skills and ability to work collaboratively with SMEs and stakeholders.
  • Strong attention to detail and ability to manage multiple projects simultaneously.
  • US citizen with existing active Secret clearance or at minimum, eligible for Secret clearance
