What are the responsibilities and job description for the OSP Construction Manager position at Hyper Networks LLC?
The OSP Construction Manager will perform critical tasks that ensure quality installation and upgrades of the fiber network. This position reports to the OSP Manager.
SUPERVISORY RESPONSIBILITIES
- Recruits, interviews, hires, and trains new staff
- Oversees the daily workflow of the department
- Oversees Time and Attendance duties, e.g., approving timecards
- Provides constructive and timely performance evaluations
- Provides Management direction and counseling
- Handles discipline and termination of employees in accordance with company policy
MAJOR DUTIES AND RESPONSIBILITIES
- Coordinate activities with property owners, customers, landlords, tenants and other stakeholders regarding access, schedule, impact, damages.
- Coordinate the project materials request and tracking process
- Manage multiple in-house and subcontract teams working in multiple locations throughout the day
- Conduct morning tailgate huddles / safety briefings with teams
- Complete a JSA and identify safety concerns to team on every job visited every day
- Conduct pre-construction walks to identify hazards and pathway, validate locates, and disseminate a daily plan to crews
- Validation of locate tickets and statuses
- Maintain responsibility for:
- Statement of work - ensuring build meets defined parameters
- Schedule - defining, managing and adjusting time frames and estimates on an extremely granular level
- Budget - ensuring efficient use of company resources
- Quality - overseeing construction methods, capturing photos and validating required documentation is gathered in near-real time
- Best practices - relying on your industry knowledge to make calls as needed in the field on path, timing, schedule, etc.
- Permitting and other regulations - compliance with established laws, regulations and standards
- Submit updated statuses on project tasks throughout the day in real time from a mobile device
- Coordination with other departments and teams to best plan for fiber placement, splicing and testing operations
- Support fiber placement, splicing, testing and engineering as required before, during and after construction
- Ensure scheduling is up to date and accurate on a daily basis, in near-real time
- Maintaining responsibility for all construction activities happening within specified job sites to include identifying and managing traffic control, placement and parking of vehicles and equipment, visitor management, documentation collection and other activities.

- Ability to manage teams to complete designated amounts of work in a specified time frame , adjusting work assignments or schedules to meet changing work-related priorities or demands.
- Demonstrated ability to read and interpret schematics, construction drawings, and building plans; document daily records and reports
- Outside plant construction experience such as drilling, missile bore, open trench, and plow
- Strong knowledge of asphalt / concrete restoration and vault placements
- Extensive knowledge of Right of way permitting rules and regulations
- Extensive knowledge of and ability to understand and interpret traffic safety plans per MUTCD guidelines
- Extensive knowledge of cell site infrastructure (H-frames, utilities, platforms, shelters, etc.)
- Demonstrated experience with fiber optic and/or coax cable placement
- Ability to climb and work at elevations (e. g. , from ladders, poles, lift trucks) exceeding 18 feet
- Ability to work in confined spaces (e. g. , crawl spaces, utility holes)
- Ability to perform strenuous physical activities including, but not limited to: lifting objects weighing over 100 pounds
- Ability to perform job activities outdoors in different weather conditions (e. g. , extreme cold and/or heat, inclement weather)
- Ability to read, write and speak the English language to communicate with employees, contractors, suppliers, in person, on the phone, and by written communications in a clear, straightforward, and professional manner
- Ability to read, see and effectively use Android phones in the 4-6” screen range throughout the day, outdoors to interact with our management software and communications tools.

- Knowledge of MS Office Suite (Excel) or equivalent software such as Google Docs and Sheets

- Ability to pass pre-employment screenings (motor vehicle, drug, and background)
- Advanced understanding of local, state, and federal safe digging practices, including state General Statutes such as NC811 and other similar call before dig programs
EDUCATION and EXPERIENCE
- Demonstrated work experience in a leadership / supervisory capacity of multiple crews
- Valid Driver's license with satisfactory driving record
- 3 years of operations management experience installing and maintaining fiber optic networks
- 3 years managerial experience of small, remote, field based teams
WORKING CONDITIONS
- May be required to work long and unpredictable hours including weekends and over nights
- Working outdoors in all types of weather
- Exposure to dust, fluctuating temperatures, and periodic high noise levels
- Travel required: 50%
