Position Overview
The Illinois Department of Public Health is seeking a highly motivated individual to serve as an Accountant. Performs highly technical Fiscal work implementing professional accounting processes in the Office of Health Protection.
Job Responsibilities
1. Under general supervision of the Accountant Supervisor:
- Prepares vouchers for payments to vendors.
- Prepares contract obligation documents (CODs) for grants and contracts.
- Maintains ledgers; and prepares financial reports.
- Prepares, audits, and processes vendor invoices for payment through the Accounting Information System (AIS).
- Works with program staff and vendors to correct any documentation needed for processing payment; forwards documents for OHP approval.
- Makes and sends appropriate documents to Accounting Services for review and approval.
- Updates ledgers to reflect payments with control and voucher numbers.
- Works with program and IDPH staff to reconcile any incomplete or inaccurate documentation and/or information.
2. Establishes and maintains ledgers for assigned state funds and federal projects.
- Reconcile ledgers with Accounting Information System (AIS).
- Works with applicable program staff and Fiscal staff to correctly allocate/reallocate monies and expend and obligate funds.
3. Prepares and enters contract obligation documents (CODs) through the Accounting Information System (AIS).
- Works with IDPH staff to correct any documentation needed for the processing of CODs.
- Forward documents for OHP approval.
- Makes and sends appropriate documents to Accounting Services for review and approval.
- Updates ledgers to reflect obligations.
- Maintains OHP fiscal files and copies of CODs and back up material.

4. Reviews program requests for travel and procurement of goods and services.
- Verifies the availability of funds with the allocations.
- Updates to reflect the obligation of the goods and services.
- Prepares appropriate obligation documents to order goods and services through the Department of Central Management Services (CMS) statewide procurement contracts.
- Works with programs to place orders directly from vendors not requiring CMS approval.
5. Assists other staff as necessary to ensure timely processing of fiscal documents and to ensure cross training of fiscal activities.
6. Prepares detailed reports and responses to satisfy routine and special requests including, but not limited to, GAAP, audit request, legislative requests, and Court of Claims.
7. Maintains fiscal files including obligations, vouchers, grand awards, correspondence and other documents to provide adequate audit trail and documentation for assigned state funds and federal projects.
8. Performs other duties as required or assigned, which are reasonably within the scope of the duties enumerated above.
Minimum Qualifications
- Requires knowledge, skill and mental development equivalent to completion of four years college, with courses in business administration and accounting or four years of technical accounting experience.
Preferred Qualifications
- One year of experience in accounting, external auditing, budgetary planning and control or public accounting.
- One year of experience applying knowledge of professional accounting and auditing theory, principles, methods, and procedures.
- One year of experience applying knowledge of laws, rules and regulations relating to state or non-state accounting or auditing procedures.
- One year of experience applying knowledge of laws, rules and regulations relating to state or non-state accounting or auditing procedures.
- One year of experience applying knowledge of office methods, procedures, standard office accounting machines and equipment.
- One year of experience utilizing Federal Grant programs and Statewide Accounting and Reporting System.
