Reporting to the Director, responds to and conducts complaint investigations as part of special education dispute resolution requirements; participates in programs and processes that support special education compliance and outcomes for students with disabilities.


DUTIES AND RESPONSIBILITIES:

  • Conducts complaint investigations and provides technical assistance to other program staff to ensure consistency in the interpretation and application of federal and state requirements for special education services.
  • Assists with the implementation of the complaint investigation system, the development of necessary processes and procedures for investigating complaints, maintenance of documentation necessary for federal compliance, and other administrative functions necessary to carry out the state and federal requirements.
  • Participates in the department's regulatory functions of general supervision.
  • Serves as an agency representative on and provides technical assistance regarding the collection and reporting of data including the development and implementation of activities associated with the State Performance Plan and Board goals.
  • Participates in the development and ongoing review/revision of publications, documents and other materials.
  • Performs other duties as assigned.

REQUIRED QUALIFICATIONS:

  • Master's degree or higher in Special Education or Pupil Personnel Services area (School Psychologist, School Social Worker, or Speech Language Pathologist), or, a Master's degree in Administration plus two years experience in special education administration, or, a Bachelor's degree in Special Education plus two years of relevant professional experience. (COPY OF TRANSCRIPTS REQUIRED AT TIME OF APPLICATION)
  • Five years experience related to special education or pupil personnel services in public school, special education cooperative, non public special education facility, university or state agency.
  • Thorough knowledge of federal and state laws and regulations regarding students with disabilities.
  • Ability to communicate clearly verbally and in writing.

PREFERRED QUALIFICATIONS:

  • Experience working with students from diverse social and cultural backgrounds. 
  • Experience providing special education or pupil personnel services to students with disabilities in both elementary and secondary schools. 
  • Experience in a variety of educational settings. 
  • Knowledge of procedural safeguards for students with disabilities. 
  • Knowledge of methods, practices and procedures for serving students with disabilities in the least restrictive environment. 
  • Knowledge of practices and procedures for serving students with disabilities from diverse social and cultural backgrounds. 
  • Ability to perform technical writing.
