Position Details
Insignia seeks an experienced Regulatory Services Program Manager to lead our Northern California technical team. This hybrid role is based at our Menlo Park headquarters. Fully remote applicants are welcome but must reside or plan to reside in Northern California and be able to travel regularly.
Reporting to the Chief Operating Officer (COO), the Regulatory Services Program Manager will oversee regulatory staff and ensure services are delivered in accordance with Insignia’s standards. Responsibilities include fostering trusted partnerships with our clients, managing team utilization and engagement, ensuring efficacy in Insignia’s procedures, and supporting marketing efforts and business development. Additionally, this role incorporates the responsibilities of senior project management, such as planning and directing multi-disciplinary projects, providing technical review for resource reports and California Environmental Quality Act/National Environmental Policy Act (CEQA/NEPA) documents, and managing the preparation of resource agency permit applications. By combining program management with client coordination and detailed project oversight, this role significantly contributes to Insignia’s growth and success.
Job Description
- Plan, develop, coordinate, and direct multi-disciplined projects.
- Manage and provide technical review for the preparation of resource reports and technical sections of CEQA/NEPA documents.
- Manage and provide technical review of resource agency permit applications, including Lake and Streambed Alteration Agreements, Clean Water Act Section 404 and 401 permits, Endangered Species Act Section 7 and Section 10 documents, and National Historic Preservation Act Section 106 documentation.
- Apply understanding of federal, state, and local regulatory requirements.
- Lead and supervise teams and coordinate various subconsultants.
- Ensure work is conducted within assigned constraints (i.e., budget and schedule).
- Oversee and coordinate regulatory services staff.
- Ensure services are delivered in accordance with Insignia’s standards and procedures.
- Evaluate contracted and forecasted work and coordinate with the COO to ensure appropriate staffing mix and numbers.
- Ensure relevant regulatory updates are researched and distributed.
- Coordinate with Insignia’s COO to address client concerns.
- Support marketing and business development efforts to meet growth goals.
Requirements
- Bachelor’s degree or higher in biology, ecology, environmental science or planning, or other related discipline.
- Minimum of 10 years of experience with environmental consulting in a similar role with at least 3 years of demonstrated experience serving in a program management role.
- Demonstrated experience with leading teams of scientists or previous supervisory experience.
- Working knowledge of regulations pertaining to environmental protection, including CEQA/NEPA, Clean Water Act, National Historic Preservation Act, and the federal and California Endangered Species Acts.
- Demonstrated ability to complete projects on time and within budget.
- Excellent communication and organizational skills, as well as confidence in dealing with clients, regulators, and team members.
- Ability to exercise informed, independent decision-making.
- Excellent writing and technical editing skills with advanced experience in Microsoft Office.
- Rigorously detail-oriented with a commitment to accuracy.

Benefits And Compensation
- The offered rate of compensation will be based on individual education, qualifications, experience, and work location. The annual salary range for this position is $135,000 to $200,000.
