About the Program and Foster Home Recruiter and Licensor Position:
Our Transitional Foster Care Program for Unaccompanied Children (UC) overseen by the Office of Refugee Resettlement (ORR), ensures the well-being and safety of unaccompanied children (ages 0-17) who cross the US Southern border without an adult. Unlike traditional congregate care settings, our approach involves placing unaccompanied children in foster homes while diligently searching for and assessing potential sponsors identified in the US. During their stay with us, we provide medical care, case management, engaging life skills classes, and essential mental health services.
The Foster Home Recruiter and Licensor serve some of the most vulnerable children in the world and play a critical role in finding foster families to take in these refugee children and provide them with a safe place to live. They are an important resource to foster families and ensure the safety of the children we serve by maintaining proper certification of each foster home. This role requires a high level of compassion and drive in order to meet the needs of the unaccompanied children we serve.

How you get to use your skills as an Foster Home Recruiter and Licensor…
- Screen and educate prospective foster parents to understand the needs of children and youth, and how following our models of care meets those needs
- Recruit, train, and facilitate certification of foster parents. Training may include: PRIDE, TCIF, TST, NTDC, MAPP, or equivalent state training
- Conduct initial and follow-up training of foster parents
- Certify Foster Homes and maintain compliance with ORR and OCFS policies and procedures
- Build relationships with community leaders and mobilize agency staff, partners, and existing foster parents to help recruit new foster parents and raise awareness about foster care
- Track and maintain foster home years certification
- Ensure each foster home is equipped with tools and resources to provide a safe and healthy lifestyle for the population served
- Maintain proper communication with foster parents
- Serve as a resource and trouble-shooter to foster families; maintain motivation and treatment participation of foster parents, and ensure a good working relationship with foster parents
- Conduct biweekly foster parent meetings
- Travel within the 5 boroughs
- Responsible for maintaining the privacy and confidentiality of those served
- Associate's degree with 2 years of UC experience - required
- Experience working in a busy human services office - strongly preferred
- Child welfare experience - strongly preferred
- Strong communication and organizational skills - required
- Strong skills in Microsoft Office (Excel and Word) - required
- Bilingual: English/Spanish - required
- Ability to handle confidential material in a responsible manner
- Demonstrated ability to perform duties with minimal supervision and to exercise greater judgement
- Computer work requires sitting at a desk for long periods of time
- Time on your feet for up to several hours a day
- Lifting up to 50 pounds
- Travel within the 5 boroughs
- Regular hours entail Monday - Friday 9:00am - 5:00pm, must be flexible to meet program needs
