USCG Environmental Restoration Specialist

Overview

Integral Federal is now accepting candidates for a USCG Environmental Restoration Specialist located in Juneau, Alaska.

This position is supporting the United States Coast Guard (USCG), Civil Engineering Unit (CEU) Juneau in Juneau, AK on providing a range of environmental regulatory analysis, technical assistance, and permit review support for depot level planning, design and construction efforts to support USCG missions and projects throughout the 17th Coast Guard District (D17) area of responsibility (AOR). 

This work will require close coordination with State and Federal Agencies including the US Coast Guard, State of Alaska Department of Environmental Conservation (ADEC), State Historic Preservation Office (SHPO), Environmental Protection Agency (EPA), National Oceanographic and Atmospheric Administration (NOAA), US Fish and Wildlife Service (USFWS) and US Army Corps of Engineers (USACE). 

Work will likely also require coordination with Tribal entities related to supporting cultural and Tribal consultations.

Responsibilities

The Environmental Technical Specialist(s) Restoration, Sustainment, and Training Support provides compliance services for the CEU Juneau. 

Services include environmental reviews, project scope alternative development, field investigation, planning, specifications, cost estimating, problem and conflict resolution, and scheduling. 

• Conduct comprehensive environmental reviews of professional studies, plans, permits, reports and analysis to satisfy regulatory agency requirements.
• Conduct site investigations, cost-to-complete evaluations and corrective action planning.
• Perform response actions to characterize, contain, remove, transport and dispose various types of contaminated materials.
• Conduct ecological risk assessments for base cleanup and site closure actions.
• Coordinate with Federal and State regulatory agency representatives as required.
• Support Sustainability and Training with preparation and presentation of resource trainings for USCG personnel and developing environmental training curricula, newsletters, and fact sheet guides
• Collaborate with managers, other engineers/architects, construction project managers, legal staff, contract specialists and or contractor personnel, and provide advice and insight on the resolution of unique and/or complex environmental restoration and compliance problems.
• Provide recommendations for responses for A/E and contractor requests for information and coordinates with CEU Juneau Project Managers in developing Scopes of Work for required contracts and contract modifications for environmental work necessary to complete project documentation.
• Travel to operational units & project sites in USCG District 17 Area of Responsibility (D17 AOR) will be required.

Qualifications

• Five (5) years’ work experience within one or more of the following fields: natural and cultural resources (NEPA), environmental restoration or environmental compliance.
• Experience in the preparation of environmental compliance evaluations for facilities similar to USCG installations in the Alaska AOR.
• Experience consulting with federal, state and local regulatory agencies such as the NOAA, USFWS, Alaska Department of Environmental Conservation and USACE; as well as experience conducting and reviewing Environmental Compliance evaluations including validating findings and assisting units in tracking and resolving identified deficiencies.

Education:

• Bachelor’s Degree majoring in Environmental Science
