Primary Purpose:
Lead, Plan, direct and manage HR services in the areas of recruiting, selection, certification, highly qualified teachers, retention, and performance management. Exercise discretion and independent judgment to ensure that HR actions and recommendations are following federal, state and local rules, policies and regulations. Verify and monitor certification status of applicants and employees.
Maintain HR communications related to certification. Communicate frequently with applicants, employees, administrators, and outside agencies.
Qualifications:
Education/Certification:
Bachelor's/Master’s Degree Course work in business, public, education administration, or human resources preferred.

- Demonstrated task-oriented self-starter with the ability to perform with a high degree of accuracy
- Demonstrated proficiency in keyboarding, spreadsheets, databases, data management, and information retrieval

Experience:
3-5 years’ experience with Recruiting & Certification requirements
Comprehensive Human Resources experience preferred
Skyward Human Resource database experience, preferred
Major Responsibilities and Duties:
1. Audit and maintain certification, credentials and licensing information of certified or licensed professionals and paraprofessionals.
2. Work with Campus-Based Talent Leaders and other supervisors to develop plans to keep schools fully staffed, ensure job specifications and desired candidate qualities are clear, and provide feedback on the status of the candidate interviewing and selection
3. Coordinate any districtwide recruitment initiatives
4. Oversee preparation and maintenance of the annual recruiting plan and budget
5. Manage the development of the district’s recruiting and retention plans for all types and levels of positions
6. Manage the oversight and coordination of the Student Teacher Program
7. Mange and oversee the collaboration with colleges/universities and students in the approval and placement process, follow up and training, screening and interviewing, coordinating receptions and assisting with the transaction of hiring process
8. Ensure hiring, promotion and job change practices are within EEO guidelines and are in sync with the district's philosophy and commitment to diversity and equality
9. Manage special projects as assigned by Director such as reports, district job fairs, manage recruitment promotional items, and respond to open records requests
10. Work cooperatively with principals and staff to select personnel for all assignments.
11. Verify certification status of teacher applicants and employees with the Texas State Board of
Educator Certification (SBEC), universities, colleges, and education agencies in other states.
12. Assist principals and assistant superintendent of HR in assignment of teachers according to SBEC assignment criteria.
13. Organize recruiting trips for the District and participate in recruiting fairs in and out of state at universities and other organizations.
14. Track certification, testing, and permit status and communicate with employees to ensure completion of certification requirements within established timelines. Serve as resource person to administrators and employees on certification issues.

16. Lead district efforts to develop, communicate, and implement successful employee recruitment and retention strategies.
17. Partner with campus leadership on recruitment and retention initiatives and strategies.
18. Maintain HR records as required by Texas Education Agency and board policies, and prepare necessary reports.
Other:
19. Perform other duties as assigned.
File Management:
20. Development and update online communication efforts relating to standard certification requirements and alternative routes to teacher certification.
