The focus for this position is on strengthening and documenting the BD process, searching for new business opportunities, and managing the proposal development and response process.
Essential Duties And Responsibilities
The essential functions include, but are not limited to the following:
- Business Development and Proposal Management Operations
- Understand and implement JMC's business development process to pursue new growth opportunities.
- Utilize standard business development frameworks (e.g., Shipley or similar) to ensure a structured, repeatable process from opportunity identification to contract award.
- Review BD opportunities and refine automated search routines.
- Review, document, and look for improvement opportunities in the JMC BD process.
- Direct and manage processes for JMC to add new contracting mechanisms.
- Use tools and methodologies to search for and evaluate business opportunities, especially within federal and public health sectors, ensuring alignment with JMC's strategic objectives.
- Cultivate relationships with new clients and key stakeholders, including Public Health agencies, government jurisdictions, and for-profit organizations.
- Leverage relationships with existing partners to ensure customer satisfaction and drive add-on business.
- Establish and manage a comprehensive quality assurance and compliance checklist to ensure all RFP requirements (including formatting, page limits, and response criteria) are met prior to submission.
- Oversee the complete proposal lifecycle, ensuring alignment with JMC's standards and client requirements.
- Develop, review, and edit proposal content, tailoring each proposal to meet specific requirements and maintaining high-quality standards.
- Train internal teams on the JMC proposal management process and provide guidance on best practices for proposal writing, compliance, and submission.
- Manage registration and renewal processes for Government-Wide Acquisition Contracts (GWACs) and preferred vendor lists, staying up-to-date on relevant compliance and registration requirements.
- Track and document proposal outcomes to refine strategies and improve future submissions.
- Maintain up-to-date knowledge of public health and laboratory informatics industry trends and leverage insights to identify and pursue new business opportunities.
- Relationship and Stakeholder Management
- Build, nurture, and leverage relationships with both new and existing clients and partners to drive growth and enhance customer satisfaction.
- Collaborate with the Innovation team, including Marketing Specialists, to update and promote service lines.
- Coordinate with Service Delivery Teams to assess resources and ensure that proposals are feasible and reflect the organization's capabilities.
- Report progress to the Vice President of Innovation and keep all relevant parties informed on BD and proposal-related activities.
- CRM and Process Improvement
- Effectively integrate the CRM tool into the business development process to track business development pipelines, manage client relationships, and maintain a structured approach to opportunity tracking and follow-up.
- Regularly review and refine the business development process, using metrics to identify areas for improvement and to enhance efficiency and effectiveness.
- Industry Analysis and Strategic Growth
- Monitor industry trends and competitive activities to identify strategic opportunities for JMC.
- Participate in industry events and conferences to build relationships and explore new business prospects.
- Provide input on potential growth strategies based on market analysis, including identifying new sectors or partnerships beneficial to JMC.
- Transition Management
- Ensure a seamless transition from the business development process to the Service Delivery Team, coordinating closely to hand off projects smoothly.
- Required minimum of a Bachelor's degree in business or related field.
- Three (3) years or more in a business development role consulting with state and federal governments.
- Prior working experience writing proposals. Course work and/or experience with technical writing is a plus.
- Ability to own the BD and proposal process.
- Prior experience using CRM or Business Development tools for pipeline and opportunity tracking desired.
- Proven ability to maintain long-lasting relationships with clients, vendors, and other interested parties (stakeholders).
- Ability to think critically, possess strong decision-making abilities, and work independently or as part of a team.
- Practical communication skills, including public speaking, presentation and writing skills, are a must.
