Position Overview
Performs technical work involving preparing ownership records and updating property lines in order to update the Geographic Information System (GIS) and land records program.

Duties and Responsibilities
- Researches deeds, surveys, civil actions, and special proceedings of landowners.
- Performs editing in GIS by coding information, labeling maps, computing acreage, zones, and boundary parcels.
- Utilizes computerized data entry equipment and various mapping, indexing, and custom designed programs to enter, update, store and/or retrieve information to create and maintain land maps and records.
- Maintains property identification data, editing and updating as necessary, and digitizing parcel splits for entry in the GIS records.
- Researches deeds, wills, survey maps, and other records to verify or clarify information, as necessary.
- Maps new parcel splits on orthophoto maps and edits other land records accordingly.
- Provides general and technical assistance to the public, other departments and agencies, and department staff as needed in areas of real estate, property location, and producing hard copies of maps.
- Retrieves subdivision information for department personnel; prepares and plots composite digital GIS maps for customers.
- Assigns parcel identification numbers to all land related documents in preparation for recording with the Register of Deeds.
- Reviews intake plats from surveys and new parcels for official certifications and pre-assignments of parcel identification numbers.
- Maintains real property ownership and property description.
- Researches titles and maintains up-to-date address information for county parcels.
- Prepares, maintains, and analyzes digital map layers of GIS land base features such as streets, buildings, hydrology, zoning, and city limits.
- Performs data quality control procedures and loading of spatial data into system.
- Performs activities in data transfer and translation.
- Designs and implements GIS maps based on user needs.
- Answers inquiries from the public.
- Helps support GIS users throughout the county and the public in using existing county GIS applications and tools.
- Completes special projects involving geographic data analysis and reconciliation of information from different sources.
- Performs other related job duties as assigned.
Education and Experience
High school diploma or equivalent. Experience in GIS is preferred, but not required.
Licenses or Certifications:
Possession of a valid, State of North Carolina driver license to operate a motor vehicle. Requirement exists at the time of hire and as a condition of continued employment. Must successfully complete Property Tax Listing and Assessing, and North Carolina Property Mappers Association Regular Mapper within twenty-four (24) months of employment. Employees in this position must complete continuing education credit hours as required.

- Knowledge of real property law with the ability to successfully perform property title searches.
- Knowledge of computer systems, operations, data entry, and applications, including the GIS program.
- Knowledge of principles, practices, and techniques used in mapping real property.
- Knowledge of standard practices, materials, and equipment used in land survey drafting.
- Knowledge of the principles of drafting and cartography.
- Knowledge of procedures, laws, maps, forms, and records used in real estate transfers.
- Knowledge of county geography.
- Skill in prioritizing and organizing work.
- Skill in oral and written communication.
- Ability to effectively communicate and interact with management, employees, members of the general public and other groups involved in the activities of the County as they relate to the department.
- Ability to interpret deeds and transfer the pertinent data to maps.
- Ability to determine errors and inconsistencies in deed descriptions and utilize the information available to achieve the best configuration of the parcel.
- Ability to import electronically and review/adjust preliminary and detailed spatial data into the GIS.
- Ability to read and interpret various land maps.
- Ability to demonstrate sound judgement, integrity, resourcefulness, accuracy, thoroughness, and the physical condition commensurate with the demands of the position.
- Ability to explain and interpret real property transfer policies and methods to the public.
- Ability to communicate effectively orally and in writing.
- Ability to establish and maintain effective relationships with general public, county officials, and other employees.
