Under supervision of the Superintendent, this position is responsible for work in dispatching all daily run assignments, missed trips and service interruptions, monitoring all Bus Operator activities through Computer-Aided Dispatch and Automated Vehicle Locator (AVL) software.

Detailed Description

Essential Job Functions:

· Assign daily work assignments to operators and assign appropriate size/model bus.

· Dispatches buses, service and supervisory personnel in accordance with Authority procedures.

· Communicates with operators via two-way radio system and Avaya phone system.

· Prepares and maintains the daily working board and assigns open or extra work in accordance with collective bargaining agreement.

· Validates daily work assignments, completes related bus operations forms and reports in an accurate and timely fashion.

· Monitors vehicle movements/locations via CAD/AVL software.

· Answers telephones and responds to inquiries from Bus Operators, internal customers and the public. Provides bus route, detours and schedule information as needed.

· Maintains files, work orders, schedules, material and documents according to number, name, subject, alphabet or other sorting method. Maintains vertical, index, folder and computerized file records.

· Operates copier/fax machine, radio communications equipment, printers, computer and other related equipment.

· Responsible for completion of daily reports as assigned

· Communicates with co-workers, management, and others in a courteous, dignified and professional manner.

· Conforms with and abides by all JTA regulations, policies, work procedures, and instructions.

· Performs duties in accordance with Standard Operating Procedures as stated in the Dispatcher’s Labor Agreement.

· Conforms with all safety rules and wears/uses all appropriate safety equipment.

Performs mandatory storm/disaster job related functions that are essential to the Continuity of Operations Plan (COOP) and/or the EOC.

· Performs related work as assigned by Transportation Superintendent.

Supervisory & Operational Authority:

· No direct reports.

Compliance:

· Responsible for completing all mandatory training classes.

· Responsible for reviewing and complying with all JTA policies, procedures and directives.

Job Requirements

Position Profile:

Required/ Preferred Experience:

Required:

High school graduation or possession of an acceptable equivalency diploma.

One year experience in clerical work including one-year experience in the operation of a radio communications system and telephone.

Proficient in Microsoft Word, Excel and PowerPoint.

Preferred:

Three years experience as CDL bus operator.

Knowledgeable of Duval County and surrounding counties.

Knowledge, Skills & Abilities:

Ability to operate Computer-Aided Dispatch and Automated Vehicle Locator software.
Ability to work flexible hours including, weekdays, nights, weekends, holidays, including scheduled and unscheduled overtime.
Ability to speak clearly and to document and maintain accurate records.
Ability to operate a two-way radio, both hand held and console.
Ability to learn all bus routes.
Ability to operate a a desktop computer, calculator, fax machine, copier and other related office equipment
Ability to communicate effectively orally and in writing.
Ability to relay instructions to operators via radio or in person in an accurate and concise manner.
Ability to handle emergency situations calmly and promptly.
Knowledge of mass transit operations and procedures.
Knowledge of business English, spelling, punctuation and general mathematics.
Knowledge of professional office practices and procedures.
Ability to work effectively with employees and the public.
Ability to multi-task and work in high pressure situations.
Ability to think outside of the box.
Flexible to change and able to improvise based on the needs of the company

Physical Demands:

· Sit for prolonged periods.

· Long periods of staring at a computer screen.

· Perform repetitive motion.

The Jacksonville Transportation Authority is a public transit service provider governed by requirements of the Federal Transit Administration (FTA) and Department of Transportation (DOT).

Due to the nature of some work performed at the JTA/JTM some jobs are classified as ‘Safety Sensitive’ and are subject to random testing for drug and alcohol use.
