The James Island Public Service District in Charleston, SC is seeking a highly motivated individual to supervise, plan and coordinate the services and operations of the Wastewater Collection System within the Wastewater Services Department. This position is responsible for overseeing the operations and maintenance of the district’s wastewater collection system including wastewater facilities, wastewater pipelines, Fats, Oils and Grease Control Program (FOG), Condition Assessment Program which requires an understanding of CCTV operations, and asset management programs; and coordinating assigned activities with other divisions, outside agencies and the general public.

EMPLOYMENT STANDARDS

KNOWLEDGE OF: Operations and maintenance of wastewater collection system programs including functions and purposes of wastewater collection systems. Procedures, methods, practices, materials, and equipment commonly used in a wastewater collection system maintenance and repair program. Principles of supervision, training, and performance evaluation. Occupational hazards and standard safety precautions. Principles of supervision, training, and performance evaluation. Occupational hazards and standard safety precautions. Principles of municipal budget preparation and control. Recent developments, current literature, and sources of information related to wastewater collection system maintenance, operation, and regulation, engineering design and construction practices, and contract management. Principles and procedures of record keeping and reporting. Pertinent Federal, State, and local laws, codes, ordinances, and regulations. Modern office procedures, including computer operation.

ABILITY TO:

· Provide exemplary customer service to all individuals by demonstrating a willingness to be attentive, understanding, responsive, fair, courteous, and respectful, and to actively participate in maintaining a positive customer service environment.

· Coordinate the organization, staffing, and operational activities for the wastewater collection system including the operation and maintenance of the wastewater lift stations, force mains, and gravity pipelines. Participate in the development and implementation of goals, objectives, policies, and priorities for wastewater collection system operation and maintenance; identify resource needs; recommend and implement policies and procedures. Participate in the On-Call Rotation for after-hours emergencies.

· Select, train, motivate and evaluate wastewater collection operation and maintenance personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures. Identify opportunities for improving service delivery methods and procedures; review with appropriate management staff; implement improvements.

· Participate in the development and administration of the assigned budget; forecast funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; recommend adjustments, as necessary. Participate with planning, developing, and managing Capital Improvement Projects.

· Coordinate assigned services and activities with those of other divisions and outside agencies and organizations; provide staff assistance to the Wastewater Systems Manager; prepare and present staff reports and other necessary correspondence. Attend and participate in professional group meetings; stay abreast of latest trends and innovations in the field of wastewater collections. Assist in a variety of Department operations; perform special projects and assignments as requested.

· Ensure State wastewater collection standards and guidelines are met; make periodic inspections of facilities through the pretreatment and smoke testing programs. Supervise the maintenance of time, material and equipment use records, requisition supplies and materials. Coordinate a variety of wastewater collection studies including collection system modeling and inflow and infiltration investigations.

· Understanding of PLC hardware and software setup, network configuration, HMI, SCADA system and instrumentation.

· Check wastewater collection facilities and equipment for necessary maintenance and repair; oversee and coordinate construction activities for wastewater lift stations, force mains and gravity pipelines. Ensure the adherence to safe work practices by collection personnel. Respond to and resolve difficult and sensitive citizen inquires and complaints. Perform related duties and responsibilities as needed.

QUALIFICATIONS:

· Ten years of experience (with six years of increasingly responsible experience) in the operation and maintenance of a wastewater collection system facility or similar facility; including administrative and supervisory responsibility; and the design of municipal wastewater pipelines and pump stations.

· Equivalent to a Bachelor of Science in Civil Engineering or similar degree with major course work in civil engineering, chemistry, construction technology, water science, or a related field. Strong written and oral communication skills.

PREFERRED QUALIFICATIONS:

· Working knowledge of wastewater operations, PLCs, electrical, mechanical, and design of pump station & other wastewater equipment.

LICENSE / CERTIFICATIONS: South Carolina Wastewater Collection System Level A Certification within one (1) year of appointment. Position incumbents must have successfully completed all required NIMS training possess all of the specific certifications within eighteen (18) months of appointment to this position title

Possession of a valid South Carolina driver's license at the time of appointment.
