Position Summary
We are seeking a Regulatory Specialist to oversee and manage regulatory compliance related to well plugging and abandonment activities. The ideal candidate will have experience with oil & gas regulations, particularly in the jurisdictions of the Texas Railroad Commission (RRC) and the New Mexico Oil Conservation Division (NMOCD). This position involves coordinating permitting, reporting, documentation, and communication with state agencies and internal teams.
Key Responsibilities
- Prepare, submit, and track plugging permits, forms W-3/W-3A (TX) and C-103F/C-103P, C-144(NM), and other required documents
- Ensure full compliance with Texas RRC and NMOCD regulations and timelines
- Monitor regulatory changes and provide guidance to internal stakeholders
- Maintain accurate records of all plugging and abandonment activity
- Communicate regularly with regulatory bodies and respond to any inquiries or requests
- Support field teams with regulatory documentation and site inspection preparation
- Assist in compiling final well reports and closure packages
- Contribute to internal audits and assist with environmental reporting as needed
Qualifications
Required:
- Bachelor’s degree in Environmental Science, Energy Management, or related field (or equivalent experience)
- 2 years of regulatory experience in the oil & gas industry
- Familiarity with well plugging operations and abandonment processes
- Knowledge of RRC and NMOCD regulatory requirements
- Excellent organizational, documentation, and communication skills
Preferred:
- Experience using RRC and NMOCD online filing systems (e.g., RRC Online, OCD Permitting)
- GIS mapping and data reporting familiarity
- Strong working knowledge of wellbore integrity, downhole operations, and environmental compliance
- Experience with orphaned well programs or government-funded plugging contracts
