Job Description
The Technical Budget Analyst & Contract Specialist is responsible for performing detailed financial, budgetary, and operational analyses to support departmental and organizational objectives. Key Duties and Responsibilities
- Perform detailed analysis and reconciliation of monthly department-level budget-to-actual reports.
- Prepare and maintain documentation for budget transfers and adjustments.
- Review operational and financial records and reports; identify trends and make recommendations for improvement.
- Collaborate with departments to compile and analyze data related to operational and financial efficiency.
- Conduct cost-benefit analyses of proposed program actions to ensure alignment with organizational objectives and effective use of approved resources.
- Support department managers in the assessment of annual budget programs and recommend revisions based on detailed analysis of unit needs and requirements.
- Assist department directors and managers with the preparation of annual budget requests and justifications.
- Analyze trends in fund disbursements and monitor progress toward goals to ensure funds are used for approved and designated programs.
- Assist with the development and preparation of the annual technology budget.
- Maintain accurate financial and budgetary records in compliance with Hampton Roads Transit Records Management Policies and Procedures.
- Manage multiple tasks simultaneously while meeting competing deadlines.
- Perform other related duties as assigned.
- Ability to perform financial, statistical, and comparative analyses of budgetary data and documentation.
- Strong ability to monitor, analyze, and report budget variances.
- Proficiency in performing accurate mathematical calculations.
- Ability to prepare clear, concise, and well-organized reports and written materials.
- Skill in developing, organizing, and maintaining accurate records of budget correspondence and data.
- Ability to verify the completeness and accuracy of financial and budgetary information.
- Strong independent judgment within established policies and guidelines.
- Excellent analytical, organizational, and problem-solving skills.
- Strong written and verbal communication skills with attention to detail.
- Ability to establish and maintain effective working relationships with internal stakeholders.
