Title: Senior Project Manager
Location: Eagan, MN (This role is hybrid, requiring 2–3 days per week onsite)
W2 Contract (No C2C)
Pay rate: $75.00 - $78 per hour
There is a strong possibility that this role will be eligible for conversion to FTE
Note:
- We are seeking candidates with a strong understanding of Medicare programs and regulations. Prior experience with health plans is preferred.
Project manager and accountability partner for cross-functional operational workgroups.
- Schedule and lead workgroup meetings across measures/functions
- Maintain action logs, escalate unresolved barriers, and ensure timely follow-through
- Act as bridge between workgroups and the Governance Committee
- Help workgroup members navigate dependencies, timelines, and resource alignment
Key Skillsets:
1. Project Management Excellence
- Proven ability to facilitate cross-functional workgroups with a structured and outcomes-driven approach
- Skilled in developing workplans, tracking deliverables, and driving timelines across multiple stakeholder groups
- Expertise in using project management tools (e.g., Monday, Jira, Smartsheet, Excel, MS Project, or similar)
2. Meeting Facilitation and Communication
- Ability to translate complex updates into actionable next steps and clear communications for executive and operational audiences
- Skilled at documenting and tracking action items, accountabilities, and due dates
3. Strategic Alignment and Governance Navigation
- Ability to connect the dots across multiple initiatives and ensure alignment to Stars strategy and math path goals
- Serves as the operational liaison between workgroups and the Stars Governance Committee
- Experienced documenting cross-functional barriers so that they can be elevated to leadership with clarity and proposed paths forward
4. Accountability and Follow-Through
- Strong sense of ownership and accountability for outcomes
- Effective at holding others accountable in a collaborative and professional manner
- Maintains a bias for action and ensures no items fall through the cracks
5. Knowledge of Stars Landscape or Other Quality Frameworks (preferred but not required)
- Familiarity with CMS Star Ratings program structure, timelines, and measure types (CAHPS, HEDIS, Part D, etc.)
- Understanding of how operational interventions drive performance in measures
- Ability to support workgroups with contextual insights and connect efforts to broader enterprise Stars strategy
Senior Project Manager

This position provides leadership, strategic direction, and program management for key enterprise initiatives and transformation projects to ensure expected progress and achieve desired outcomes. The individual in this role will directly engage with key senior leaders and stakeholders, ensuring coordination and integration with product teams and initiatives, while ensuring collaboration, coordination, and timely issue resolution.
Required Skills and Experience
- 5 years of professional related experience. All relevant experience including work, education, transferable skills, and military experience will be considered.
- Ability to understand and clearly communicate business and technical details in a manner that all audiences can understand, including and up to executives
- Ability to thrive in ambiguity.
- Strong critical thinking skills and problem solving/conflict resolution skills.
- Excellent written and verbal communication skills with strong facilitation, negotiation and presentation skills, adapting approach as needed.
- Excellent continuous quality improvement and/or project management skills
- Self-motivated, ability to work independently, and demonstrated ability to work under tight time frames.
- Strong conflict resolution, facilitation and negotiation skills; capable of adapting the approach as needed.
- Proven ability to handle a variety of assignments in a fast paced, product led, and complex business environment.
- Proven ability to define problems, collect and analyze data, establish facts and draw valid conclusions.
- Experience leading documentation such as business case documentation or business requirements summaries
- High school diploma (or equivalency) and legal authorization to work in the U.S.
- Previous CMS Start experience with emphasis on MN Medicare
Nice to Have:
- Bachelor’s degree
- Certification in project or product management
- Certification in agile methodologies
- Previous Health Plan experience
