OVERVIEW

The purpose of this classification is to prepare and process business licenses for the City and to supervise assigned staff for the City.

JOB RESPONSIBILITIES

The following duties are normal for this position.  The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification.  Other duties may be required and assigned.

  • Establishes departmental goals, strategies and operating policies and procedures.  Prepares recommendations for city management’s consideration and approval.
  • Manage the business license department to include timely review and processing of license applications for regular and privilege license requests and permits for closed functions, temporary use, mobile vending and special events involving alcohol.  Privilege Licenses include adult entertainment, alcohol, massage, bail bond, pawnshop and precious metal businesses.
  • Serve as subject matter expert for the city when working with new and existing business owners to explain the process and ensure the applicant has submitted an application that complies with federal, state and local laws and regulations.  Work closely with the Community Development department to ensure applications meet zoning and building code requirements. 
  • Be knowledgeable of City Code of Ordinances covering businesses, privilege licenses and excise taxes.  Stay current on federal, state and local laws that affect these ordinances and present revisions as needed to the Mayor & Council for their approval.  Comply with City ordinances when presenting revisions regarding advertising and public hearing requirements. 
  • Attend city council meetings as a representative of the Business License department.
  • Attend license review board hearings when a business has been cited for a violation.  Work closely with the City police department, City Clerk’s office, City attorney and license review board attorney when gathering and providing data for the hearing.  Be prepared to testify at the hearing. 
  • Develop internal policy and procedures to ensure the proper handling of new and existing licenses including the auditing of businesses.  Periodically researches and makes recommendations of any changes needed in tax rates and fees charged by the business license department. 
  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Plans and supervises daily operations and activities of the Business License office; organizes and prioritizes department workload; makes work assignments; monitors status of work in progress; inspects completed work; assists with complex/problem situations, and provides technical expertise.
  • Oversee the posting and reconciliation of cash receipt posting by the Business License office for the City Clerk’s office, Cemetery Fund, Hotel/Motel Tax Fund, Liquor by the Drink taxes, Motor Vehicle Tax and Emergency 911 Fund. 
  • Serves as liaison to county and other governmental boards and agencies; attends meetings and public hearings as needed; publishes advertisements; coordinates property postings for privilege licenses;
  • Communicates with City officials, employees, other departments, the public, outside agencies, and other individuals as needed to coordinate work activities, review status of work, exchange information, resolve problems, or give/receive advice/direction.
  • Maintains an awareness of new trends and advances in the profession; attends workshops and training sessions as appropriate.
  • Operates a personal computer, general office equipment, or other equipment as necessary to complete essential functions, to include the use of word processing, spreadsheet, database, or other system software.

Data Utilization:  Requires the ability to review, classify, categorize, prioritize, and/or analyze data.  Includes exercising discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships. 

Human Interaction:  Requires the ability to apply principles of persuasion and/or influence over others in coordinating activities of a project, program, or designated area of responsibility.

Equipment, Machinery, Tools, and Materials Utilization:  Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.

Verbal Aptitude:  Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.

Mathematical Aptitude:  Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.

Functional Reasoning:  Requires the ability to carry out instructions furnished in written, oral, or diagrammatic form.  Involves semi-routine standardized work with some latitude for independent judgment concerning choices of action.

Situational Reasoning:  Requires the ability to exercise judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties which are often characterized by frequent change.

WORK HOURS AND CONDITIONS

Regular attendance is a necessary job function required for this position.

Requirements

Minimum Qualifications

·    Bachelor’s degree in Finance, Accounting, Business Management, or related field

·    3 years of relevant experience

·    Previous supervisory experience

·    Ability to become a Notary Public

Tasks require the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds). Tasks may involve extended periods of time at a keyboard or work station.

WORK ENVIRONMENT

Essential functions are regularly performed without exposure to adverse environmental conditions.
