SUMMARY
Performs analysis of blueprints, specifications, proposals, and other documentation to prepare time, cost, and labor estimates for products, projects, or services.
PRIMARY DUTIES AND RESPONSIBILITIES
- Review data to determine material, supply, process capabilities and labor requirements to undertake a project; prepares itemized lists.
- Compute cost factors and prepares estimates used for planning, management, engineering, construction or production purposes such as planning, organizing, and scheduling work, preparing bids, selecting vendors or subcontractors, and determining cost effectiveness.
- Conducts special studies to develop and establish standard hour and related cost data or effect cost reductions.
- Consults with clients, vendors, or other internal departments to discuss and formulate estimates and resolve issues.
- Calculates dimensions, profile specifications, and quantities of materials for projects.
- Determine if internal and external process capabilities can yield the specified project within the targeted cost and fitness-for-use requirements.
- Assists in the review of project plans for compliance with codes, regulations, and standards as they relate to cost estimates.
OTHER DUTIES
- Assists in the preparation of plans and specifications, reviews material quotes and external processing bids and makes necessary recommendations based on lowest and best bids, competency of vendors, and the selection criteria.
- Performs a variety of office related functions, including preparing worksheets, correspondence, process maps, presentation materials, printing materials, answering phones and responding to inquiries from contractors, agencies, vendors, staff, and the general public.
- Serves as a member of various employee committees.
- Other duties as assigned.
JOB REQUIREMENTS
- High school diploma or GED, supplemented by two years of related technical or college training in cost accounting, finance, business administration, engineering technology, construction management, or a closely related field; and
- Minimum of two years related experience; or
- Any equivalent combination of education and experience.
- Considerable knowledge of materials and material costs and estimating; some knowledge of design, engineering, construction and production principles, practices and methods; some knowledge of applicable governmental policies, laws, and regulations affecting work activities
- Considerable skill in arriving at cost estimates on complex projects; some skill in basic drafting, surveying, and flagging
- Skill in operating personal computer, including word processing, spreadsheet, and data base software; calculator; and copy machine. Experience with EPICOR software a plus.
- Ability to prepare, organize and maintain cost data, reports and systems; Ability to effectively communicate complex technical information, orally and in writing, to contractors, developers, employees, supervisors, consultants, governmental agency representatives, and the general public.
