About the Role:
Our ideal candidate takes pride in providing superior customer service in a diverse and fast-paced environment, works collaboratively with hiring managers on resolving human resource issues and meeting staffing needs, and is committed to leading innovation and process improvements.   In addition, this role will serve as the division's Leave Administrator, requiring a compassionate and discreet approach when assisting employees with sensitive matters.

This position performs work remotely and onsite.

  • Develop, conduct, monitor and oversee fair, objective and equitable recruitment and selection processes. Facilitate workforce planning to meet Department's workforce and business needs. Provide recruitment and hiring support to hiring managers throughout the division. 
  • Advise management and staff regarding classification, compensation, employment issues and compliance with union contracts, county code, employment law, and other applicable policies and procedures. 
  • Create sourcing strategies, utilize industry websites, job boards, social media, and other tools to grow diverse, well-qualified candidate pools. Develop and implement targeted recruiting strategies and activities; create job announcements and advertisements; ensure compliance with Title VII, ADA, and other non-discrimination law, practices and policies when administering employment processes.  
  • Conduct or coordinate applicant screening, testing, and interview processes. Provide guidance to hiring managers on effective, legal, and un-biased interview practices. Guide and facilitate development of merit-based selection materials including recruitment plans, job-related exams, interview questions, and related rating criteria in accordance with DNRP Recruitment Standards. 
  • Serve as Protected Leaves Management Administrator for the Parks Division. Determine eligibility for FMLA/KCFML/PPL; Consult with employees and management, track leave usage, and coordinate with payroll to ensure accurate coding and manage donated leave program.  
  • Provide input and enhancements to current human resource practices and processes by contributing innovative ideas and recommending efficiencies.  
  • Utilize tools such as Word, Excel, SharePoint, Neogov, Peoplesoft, background and reference check systems, to create and maintain documents, spreadsheets, tracking tools, and recruitment and selection processes.  
Qualifications You Bring   
  • Five years of increasingly responsible human resource and recruiting experience. Experience must demonstrate a working knowledge of state and federal discrimination law, general employment principles, and general labor law as they relate to designing and administering selection processes, advice, and decisions.
  • Experience in managing multiple high-volume selection processes effectively and efficiently to hire the best candidate for each position.
  • Two or more years of progressive experience processing and managing protected leaves, including disability accommodation requests, and the Family and Medical Leave Act.
  • Knowledge and experience researching, interpreting, and applying HR employment law and HR rules, policies, procedures, including EEO, disability accommodation, Fair Labor Standards Act, the Family Medical Leave Act and others.   
  • Experience advising, coaching and training managers and supervisors in HR business processes.
  • Skill in effective time-management and the ability to work daily in a fast-paced environment, with multiple competing priorities and sensitive situations.

Working Conditions:
  • Remote and Onsite Work Details: Employees in this role work remotely from a home location, with onsite reporting requirements typically monthly. The frequency of onsite work is determined by business needs and may be adjusted accordingly. Onsite reporting locations may be at various King County worksites including the collaboration space at King Street Center (201 S. Jackson St, Seattle, WA 98104). This work arrangement promotes work-life-balance and reduces carbon footprint under the department’s vision of  Green Where We Work.
  • Remote Work Location Requirement: Employees must reside in Washington State and be within a reasonable distance to King County worksites to meet onsite reporting requirements. 
  • Work Schedule: This full-time position works a 40-hour work week. This position is exempt from the overtime provision of the Fair Labor Standard Act (FLSA) and is not overtime eligible. 
  • Union Representation: This position is not represented by a union.
