Engagement and Outreach Specialist/Master Level Clinician
Hiring Range: $29.58 – $36.97 Per Hour

The Engagement and Outreach Specialist-Master Level Clinician plays a vital role as part of the Engagement team and multidisciplinary department at Kitsap Mental Health Services. This position focuses on clients who, due to their mental health symptoms, struggle to engage in traditional outpatient services. The specialist will use advanced clinical skills to engage clients and assist them in navigating entry or re-entry into services at KMHS. This role also provides crisis intervention services, consultation to families, and support for clients who cannot participate in a traditional office-based model of care. Primary Responsibilities:
- Carry a caseload of clients needing outreach and engagement strategies, helping them address barriers to participating in outpatient services. Outreach includes telephonic and in-person engagement.
- Provide supportive pre-engagement activities such as problem-solving, client education, referral to resources, and reminders through phone calls or in person.
- Organize and facilitate the Connections Orientation (new client orientation) and serve as the primary contact for follow-up with those who miss the orientation.
- If a client misses their first session, be assigned to re-engage the client through outreach and engagement efforts.
- Provide initial engagement outreach, motivational counseling, problem solving, patient advocacy, and education to facilitate connection with behavioral health services. Coordinate resources such as interpreters or signers as needed.
- Serve as a community liaison between KMHS and other community services to promote client engagement.
- Assist clients with transportation barriers by helping set up paratransit or educating on the Kitsap Transit system.
- Monitor clients on alternative scheduling and assist in re-engaging them in services.
- Collaborate with Population Health teams to engage clients on the high utilizer list or recently discharged from psychiatric hospitals.
- Assess when clients are ready for ongoing appointments and coordinate their transfer to a primary provider.
- Develop, write, implement, evaluate, and revise treatment plans, focusing on engagement activities and addressing barriers to treatment.
- Educate and support clients’ families, advocate for clients’ rights, and coordinate with external agencies such as DSHS, court systems, and housing authorities.
- Provide crisis intervention and collaborate with Designated Crisis Responders when necessary. Assist clients during and after a mental health crisis by helping them identify stability goals.
- Offer triage services for clients who walk in and cannot be seen by their primary provider or team.
- Document client progress according to established policies and procedures.
- Participate in treatment team meetings to review client engagement and re-engagement strategies.
Minimum Qualifications:
EDUCATION: Master’s Degree in Psychology, social services, or behavioral health field.
EXPERIENCE: 1 year of experience required.
LICENSURE: Agency Affiliated Counselor Registration.
An essential and required task of this position is driving clients in a personal vehicle on behalf of the agency; therefore, the incumbent must successfully complete a motor vehicle history check, possess and maintain a current, valid driver's license in the state of Washington, and have reliable, insured transportation.
Preferred Qualifications:
EXPERIENCE: Experienced (minimum 2 years of job-related experience)
Experience in co-occurring disorders treatment, individual and group therapy, vocational services, or substance abuse treatment.
