The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The Social Scientist Level III will be responsible for the following duties and responsibilities:
Project and Program Design:
- Advise program managers, implementing partners, and INL DME (design, monitoring, and evaluation) specialists on applying INL design standards for projects and programs, including writing goal and objective statements, developing valid indicators, and contributing to design documents like theories of change and performance monitoring plans.
- Utilize data and analysis to inform design choices, such as lessons learned from previous projects or contextual data for root cause analysis.
- Develop and promulgate practical guidance for project and program design based on evidence from the social sciences, criminology, or other relevant fields.
- Ensure the use of high-quality indicators and inclusion of appropriate INL standard indicators in project and program monitoring plans.
- Assist program managers and INL DME specialists in reviewing and updating project and program monitoring plans periodically.
- Work closely with INL program teams to enroll appropriate projects in INL's performance monitoring database.
- Assist INL program teams in maintaining projects in the database, including ensuring indicator targets are updated and implementing partners submit results data and performance reports quarterly.
- Develop specialized data reporting tools for complex projects in the database and provide training to users to enable successful reporting.
- Design and conduct internal evaluations of INL projects and programs using social science research and analysis methods.
- Develop Statements of Work and provide technical oversight for external evaluations of INL projects and programs.
- Work to ensure that evaluation reports provide practical and concrete steps to program teams to help them improve project or program implementation and results.
- Analyze project and program monitoring data for decision-making purposes using social science research and analysis methods.
- Create knowledge products such as dashboards, reports, presentations, memoranda, and infographics to help decision-makers understand project and program performance.
- Share and report data as requested to program managers and leadership.
- Develop curriculum and teach project design, monitoring, and evaluation techniques to junior colleagues and non-experts.
- Train INL program staff, INL DME staff, and implementing partners on the use of INL's performance monitoring database.
- Participate in and contribute to INL's Monitoring and Evaluation Community of Practice and other forums related to project design, monitoring, and evaluation.

Education:
- Doctorate in Psychology (PhD) in political science, economics, psychology, sociology, criminology, monitoring and evaluation, or a related field.
- Four to six years of experience in a relevant field.
- Demonstrated experience collecting and reporting quantitative monitoring data.
- Demonstrated experience collecting and reporting qualitative monitoring data.
- Proficiency with R, Python, or other statistical software for data analysis and visualization.
- Demonstrated ability to design analytic visual reports in PowerBI, Tableau, or related software.
- Demonstrated ability to develop valid, collectible indicators to monitor project and program outcomes.
- Strong written and verbal communication skills to interact with INL staff and leadership, government partners, and implementing partners.
- Demonstrated ability to explain technical concepts to non-technical audiences.
- Demonstrated experience working in foreign assistance and/or social science research in developing countries.
- Demonstrated experience conducting monitoring and evaluation activities in one or more developing countries.
- Demonstrated experience working at the U.S. Department of State or another federal agency.
