The F-35 Avionics Division is seeking a Program Manager to support DMS Redesign development programs on the F-35 TR3 (Technology Refresh 3) products. The individual will report to the Sr Manager of Programs and work closely with functional leaders in Engineering, Operations, Quality, and Finance departments to coordinate and manage the execution of the DMS Redesign program(s) in accordance with L3Harris processes and procedures. The successful candidate is both strategic and detail oriented as well as able to negotiate successfully internally and externally. The position is located in Palm Bay, FL.
Essential Functions:
The general roles and responsibilities for the DMS Redesign Development Program Manager will minimally include:
• Program Management o Determine appropriate performance metrics, clarify priorities, and develop and implement specific management plans to support the program o Utilize program management tools to monitor and report program performance to objectives (including budget, schedule, technical, and other management requirements), and facilitate project coordination and decision-making o Assist in the development and delivery of presentations/recommendations to senior Program Managers and Company Management as well as other stakeholders relating to applicable program management plans o Identify risks/issues impacting program performance and lead efforts to resolve them to closure o Track, manage, and report program attributes including the following: • Schedule performance against contract and forecast • Cost performance against budget and EAC (estimate at complete) • Labor allocation against program needs • Sales and profit performance against contract acceptance and forecast • Program risks and opportunities • Technical and production issues impacting program performance • Cross-Functional Leadership o Lead/participate in Integrated Product Teams to ensure successful program execution and drive non-value-added costs out of the program • Customer o Understand and interpret customer requirements in order to work in partnership with customers to derive solutions o Negotiate all aspects of a proposal (cost, fee, payment plans, deliveries, and terms and conditions) • Schedule and Performance o Manage assigned programs to meet schedules, performance, and budget commitments (contractual and expected) • Staffing o Communicate program requirements and support personnel needed (Engineering, Finance, Quality, Material Control, Purchasing, Manufacturing, etc) and manage execution to these requirements in coordination with functional leaders • Proposals o Develop / review proposals for funding requests to the customer; support customer proposals
Qualifications:
• Bachelor's Degree and minimum 9 years of prior relevant experience; Or, Graduate Degree and a minimum of 7 years of prior related experience
Preferred Additional Skills:
• Direct development program management experience • Experience generating proposals with defined basis of estimates (BOE) • Highly motivated leader with the ability to affect organizational change in challenging environments • Be adept at achieving results through multiple organizational functions without direct authority and through influence and negotiation, and have experience doing so Proven team player with the ability to work effectively with others • A demonstrated capability to think strategically and execute tactically, with great project management skills The successful candidate must be an integrative thinker with a strong foundation in data driven problem solving; highly organized with great time management skills • Sets the highest ethical standards for self and others • Experience with Risk and Change Management • Demonstrated listening and influencing skills.
