LAKE COUNTY HOUSING AUTHORITY POSITION DESCRIPTION ROSS COORDINATOR VERSION DATE: 6/21/23 REPORTS TO: DIRECTOR OF FSS & SPECIAL PROGRAMS THIS IS AN NON-EXEMPT POSITION ACCEPTANCE SIGNATURE & DATE: ________________________________________ POSITION SUMMARY: The primary purpose of this position is to manage and oversee a variety of projects for the Lake County Housing Authority (LCHA) as they relate to assisting families, elderly, and disabled residents become or maintain self-sufficiency. This position is responsible for managing all resident improvement programing, such as (but not limited to) the Resident Opportunity and Self-Sufficiency (ROSS) program. The candidate is also responsible for building partnerships with community organizations as a means to further the LCHA’s mission and its vision. The coordinator will be directly involved in the creation of new programming as well as act as a liaison for residents and the resident counsels that represent the residents.
The candidate should be knowledgeable in community partnerships, project management as well as self-sufficiency practices. Might work flexible hours when needed, including nights and weekends. Other duties may be assigned. 1. Builds and fosters relationships and partnerships with community social service agencies to provide social service programs to the LCHA families, senior, and disabled residents. 2.
Plans, develops, and coordinates social service programs for families, senior, and disabled residents; refers residents to other social service delivery agencies and assist individuals and families to comply with the Housing Authority and HUD rules and regulations. 3. Assists with launching opportunities for education, training, supportive services, and communications for senior residents. 4.
Coordinate’s assistance of referrals involving programs of outside agencies that may improve the quality of life of residents. May perform crisis intervention, management, and referral services. 5. Notifies federal, state and/or local authorities and law enforcement authorities when there is a reason to believe a violation of the law has occurred or an emergency situation exists.

Monitor’s implementation and evaluates programs and services for adherence with contract terms and achievement of planned program outcomes. 8. Has an active presence in all senior buildings to promote resident participation in provided services. RELATED DUTIES AND ACTIVITIES: 1.
Develops relationships with the Property Managers and works in conjunction with them to increase tenant participation. 2. Recruits and works with available community groups and residents. 3.
Liaison with and receives information on programs and services available to residents through outside social service delivery agencies; determines which programs can be successfully tailored to Authority needs; bring in outside assistance to help in implementing and carrying out these programs when possible. 4. Identify and refer participants to community agencies and resources that will provide services to meet assessed needs. 5.
Advocates and negotiates with other government agencies on behalf of clients. 6. Performs other reasonably related duties as assigned by the Supervisor. REQUIRED KNOWLEDGE, SKILLS, ABILITIES, AND BEHAVIORAL COMPETENCIES: 1.
Ability to establish rapport and effective communications with residents, staff, and outside organizations including recruit new participants, conduct needs assessments, facilitate resident goal setting, and make referrals to services. 2. Case management and coaching skills including working collaboratively with residents to holistically meet their needs, use a client-centered approach, create, and maintain a confidential environment. 3.
Collaborating and forming partnerships including developing and managing the ROSS Program Coordinating Committee, cultivating service provider partnerships, generate funding. 4. Program management and coordination including developing staffing and administrative plans, identifying training for ROSS Service Coordinator, and working as part of a team with LCHA leadership and staff. EDUCATION AND EXPERIENCE: Master’s preferred or bachelor’s degree, from an accredited college or university in Social Work, Human Services, Psychology or Public Administration plus three plus years’ experience in public housing and/or social services; or any equivalent combination of education, training, and experience, which, in the sole determination of the Housing Authority, constitutes the required knowledge and abilities. SPECIAL REQUIREMENTS: 1. Computer Skills: To perform this job successfully, an individual should have strong computer skills (MS Word, MS Excel, MS PowerPoint, and MS Outlook).
Must be able to learn other computer software programs as required by assigned tasks. 2. Physical Requirements: The physical demands described here are representative of those that must be met by a candidate to successfully perform the essential functions of this job including maintaining a stationary position, operate computers and other office equipment, move about the office, attend onsite and offsite meetings, and communicate. The candidate must be able to accurately exchange information in person, in writing and via e-mail and telephone.
The candidate may occasionally transport up to 10 pounds. The candidate must possess a valid Driver’s License in their state of residence, have a safe driving record as well as the ability to learn and drive the small LCHA bus to transport residents to/from activities and be bondable
