Job Description
Job Identification: Project Manager/Estimator
Reports to: Vice-President
Status: Exempt
Job Summary: Estimates and manages projects
Job duties (including but not limited to):
1. Visit job sites on highways frequently to see if OSHA, EPA regulations are being followed. Offer safety advice to job site personnel. See if they need to restock any personnel protective equipment.
2. Monitor or supervise the monitoring of our workplace for any exposures such as silica. If there is exposure, make sure OSHA rules followed.
3. Assist with accident investigations. Work with HR Director to ensure all information is given to the insurance company. Give updates on accidents to management.
4. Conduct or set up post-accident, random, and reasonable suspicion drug and/or alcohol tests.
5. Work with crews to ensure they are holding safety meetings that are relevant to the work they are doing that week.
6. Review safety inspections weekly. Get back to supervisors if there are outstanding issues to resolve.
7. Assist with training for special operations (ex: lead, silica, hazardous materials). Act as a resource to supervisors by either conducting or setting up training and providing safety equipment.
8. Stay up-to-date on latest regulations and any issues we may have with our programs.
9. Review and present new hire training to ensure the understanding of our safety handbook, hazardous material booklet, and where SDS sheets are located. Conduct any specific training such as forklift training (if they operate forklift), and provide any respiratory protection training/fitting if needed.
10. Assure Hazardous material handling training is done for all who handle or dispose of anything considered hazardous. Review procedures to be sure DOT standards, EPA standards, and Community Right to Know laws are being followed. This includes making sure proper labeling, proper posters are up, etc.
11. Communicate with project managers if subs are not following all applicable safety regulations.
12. Work with HR Director to implement Return to Work program if necessary.
13. Meet with OSHA officials if they inspect our jobs. Follow up on recommendations made to be sure they are being done.
14. Attend continuous education training to be sure we are up-to-date on the latest OSHA, EPA regulations.
15. Investigate and respond to complaints of unsafe work practices.
16. Monitor equipment safety-operator training and that proper inspections/paperwork getting done by operator. Be sure all understand lock out/tag out compliance.
Tools and Equipment: Computer, cell phone, copy machine, fax machine, and software: Microsoft Office software, Primavera software, and cost accounting programs.
Working conditions: Working out of Roanoke office which is open 7:00 AM-5:00 PM Monday through Thursday and 7:00 AM to noon Friday. Hours may vary as position must support field operations- which could include night work, overnight work, or weekends, typical work week 40 hours.
Job Requirements: Degree in safety management or equivalent of on-the-job experience. Knowledge of OSHA regulations and DOT regulations with regards to accident reporting, drug testing and hazardous material). Must have valid driver’s license & clean MVR to drive. Needs to be organized, good record keeper and communicates well (oral and written). Must be able to multi-task, handle pressure situations.
Job Skills:
- Must be able to read, write and speak English fluently.
- Must be able to read and understand plans and specifications and special provisions.
- Must be able to work under time and budget pressures and following best safety practices.
- Must have a good working knowledge of Microsoft applications (Excel, Word, Outlook) as well as computers and internet.
- Must have a proven ability to develop and/or manage cost tracking systems not limited to main engineering functions.
- Must have excellent math skills sufficient to prepare estimates and sufficient technical skills in industry to interpret customer engineering specifications and estimates for the repair and preparing quotations.
- Must have strong interpersonal skills in order to maintain excellent working relationships with customers (including engineer and other representatives) and necessary government agencies as well as field personnel.
Measures of Performance:
- Successful completion of project(s) against Safety, Schedule, Cost and Technical requirements.
- Effectively manages the job by maximizing field staff productivity through the coaching of the superintendent and foreman
- Maintain quality standards at or better than assigned from President
- Appropriately trains employees to the standards set by LBC
- Practices and enforces required safety habits on the job site.
- Adherence personally and by the assigned field personnel to company policies and procedures i.e. hours worked, drug-free workplace
- Satisfactory or better results on performance evaluation
- All other duties and tasks completed in a satisfactory, timely and approved manner
