Lao Family Community Development, Inc. (LFCD) is a community development non-profit agency established in the City of Richmond in Contra Costa County in 1980. Today Lao Family has expanded its operations and service footprint to two additional counties including Alameda and Sacramento. LFCD’s headquarters office is in Oakland, CA. It delivers programs and services from 7 locations in 35 languages. The agency provides community development real estate facilities and a diverse array of workforce, education, and human services that directly support predominantly low-income US-born high-barrier families and individuals, refugees, immigrants, transitional-age youth, seniors, and other special populations such as individuals with disabilities.

Job Summary: Under the direction of the Program Coordinator, this position will perform field-based case management services to newly arrived and resettled refugees. The Case Manager will build strong relationships with refugee clients to help them stay engaged in their case plan as well as assist in removing barriers to needed services by identifying critical resources for clients, helping them navigate educational and employment career pathways, and promoting client health and wellbeing. This position will also be responsible for the development and maintenance of a robust donations and volunteer program to support the ongoing needs of individuals and families served at LFCD.

Roles and Responsibilities:

  • Provide culturally and linguistically appropriate Enhanced Case Management Services, encompassing personalized financial planning, employment support, and community orientation.
  • Conduct education and outreach initiatives to inform the Refugees about resettlement and immigration services, community resources, and local systems.
  • Perform individualized case management assessments to address the unique needs of each client, including financial responsibilities, employment goals, and community integration.
  • Offer comprehensive family support services, including enrollment in school for minor children, obtaining identification cards, navigating local services, and accessing public benefits.
  • Develop personalized financial plans with clients pre- and post-employment to empower them to proficiently oversee their household finances, encompassing managing financial responsibilities such as cash aid, rent, and utility payments, while meticulously documenting all expenditures.
  • Facilitate job readiness training and employment placement services, collaborating with local employers to identify job opportunities suitable for clients' skills and aspirations, thus supporting their successful integration into the workforce.
  • Conduct cultural orientation workshops for adult family members, covering social and cultural surroundings, healthcare, parenting, legal rights, and emergency services.
  • Maintain accurate client service data within the Dynamics system, including meticulous case notes and files to track progress and ensure efficient record-keeping.
  • Participate in ad hoc committees to contribute to the organization's strategic goals and objectives, ensuring alignment with the agency's mission, vision, and core values.
  • Coordinate donation drives and fundraising events to gather essential items and financial support for clients, while maintaining transparent records of donations.
  • Liaise with diverse service providers to formulate service strategies and address client needs comprehensively, while continuously seeking opportunities to expand donor networks. Continuously seek opportunities to expand the network of donors and increase donation resources available to support clients' needs.
  • Be actively involved in the Commission on Accreditation of Rehabilitation Facilities (CARF) accreditation compliance and help accomplish the goals and objectives of the agency's strategic plan.


Requirements and Qualifications:

  • Bachelor’s degree in social work, psychology, or related field AND a minimum of 1 year of experience working with vulnerable populations OR at least 2 years of experience in providing case management to underserved communities in a similar role. Bilingual in Pashto/Dari is highly desired.
  • Self-starter, ability to work with minimal supervision; excellent communication, community relations, networking, and public speaking skills.
  • Demonstrated ability to work with families without discrimination towards people of diverse cultures, races/ethnicities, socioeconomic positions, ages, religions, genders, physical/mental challenges/disabilities, and sexual orientations.
  • Understand, explain, and apply complex local, state, and federal regulations, policies, and procedures.
  • Proficient computer skills in MS Word, Excel, PowerPoint, database management, and Internet Explorer.
  • Must have a valid California Driver's License, clean DMV record, and proof of current auto insurance and registration; must pass a background check. In compliance with federal law, all persons hired will be required to verify identity and eligibility to work in the United States and to complete the required employment eligibility verification form upon hire.
  • The physical demands described here are representative of those that must be met by an employee to perform the essential functions of this job successfully. While performing the duties of this job, the employee is regularly required to sit and work on the computer, use hands to handle or feel and talk or hear, moving objects up to 25 pounds.

Compensation: The hourly rate is based on experience and education, along with a comprehensive benefits package including health plan/vision, dental, paid vacations, holidays, sick leave, and employer-contributed pension/group life insurance.
