Lao Family Community Development, Inc. (LFCD) is a community development non-profit agency established in the City of Richmond in Contra Costa County in 1980. Today Lao Family has expanded its operations and service footprint to two additional counties including Alameda and Sacramento. LFCD’s headquarter office is in Oakland, CA. It delivers programs and services from 7 locations in 35 languages. The agency provides both community development real estate facilities and a diverse array of the workforce, education, and human services that directly support predominantly low-income US born high barrier families and individuals, refugees, immigrants, transitional age youth, seniors and other special populations such as individuals with disabilities.
Job Summary: LFCD is seeking a qualified candidate to serve low-income and Workforce Innovation Opportunity Act (WIOA) and CCC CalWORKs LEP participants to gain subsidized and unsubsidized job placements. This position is responsible for interfacing with local employers and training providers, external organizations, and internal LFCD department; especially all America’s Job Center of California (AJCC) and Business Centers. The position’s duties include outreach recruitment for employers and job seekers, provide orientation, intake-assessment, set up Individual Employment Plan (IEP), case management, On the Job Training (OJT), Individual Training Account (ITA) / Vocational Training counseling, job placement, and retention services. Program activities and strategies include long-term career advancement for each participant; understanding the hiring and business development needs of each employer; the policy and compliance requirements of funders; and the many subtle factors that can influence each individuals’ ability to thrive and advance in the workplace. Knowledge of the human services needs of the local job market is a plus. This position reports to Program Coordinator.
Roles and Responsibilities:
- Outreach into community to provide program information, attend resource fair to recruit low-income Contra Costa County (CCC) residents, adult and dislocated workers, CalWORKs LEP and promote programs; create flyer and promotional materials.
- Lead job readiness workshops, job orientation session, interview, one-on-one and small group counseling; develop resume, cover letter, and individual employment plans, identifies participant needs to determine appropriate job interest and job match to secure job placement; provide labor market information, job fairs, job clubs, and job referrals; maintain sign in sheet record and input onto CalJOBs system.
- Meet with county referral CalWORKs participants, develop IEP plan and activities to meet with the requirement hours, and prompt respond to county staff.
- Target prospective employers with job openings at reasonable starting wages with fringe benefit; provide employer orientations; cultivate and maintain business relationship with employers, provide them On the Job Training (OJT) information; Maintain existing employer contracts and continue to develop new businesses in the local area to expand employer’s directory; conduct survey with employers and participants following placement to ensure job stability.
- Provide intensive services to participants including: intake assessment, certify and obtain supportive documents for enrollments into the program; develop Individual Employment Plan (IEP), identify career goals, prepare assessment, and make appropriate referrals; provide 12 months of job retention services.
- Counsel clients individually and in groups for job search strategies, interviewing skills, and other topics to assist program participants to enter the job market, retain employment and/or advance in their job or career.
- Work closely with Rubicon Programs technical support team and submit eligibility documentations in timely manner.
- Communicate with training providers and ensure ITA request is submitted to Contra Costa County Workforce Development Board (CCCWDB) for the training approval a timely manner; perform tracking of participants, input data, daily log, monthly case notes, and all other activities in CalJOBs system.
- Collaborate with CCC College its career center staffs, provide program orientation to its students, and enroll them onto WIOA program.
- Conduct site visits, job retention, and supportive services; prepare program monthly activity reports to Program Manager.
- Other duties as assigned.
Requirements and Qualifications:
- A Bachelor’s degree is required in a related field; Bilingual in Spanish is strongly preferred; Must have at least 2 years of experience providing employment direct services and coaching.
- Self-starter, ability to work with minimal supervision; excellent communication, community relations, networking, and public speaking skills.
- Demonstrated ability to work with families, women, and children and without discrimination towards people of diverse cultures, race/ethnicity, socio-economic positions, ages, religions, genders, physical/mental challenges/disabilities, and sexual orientations.
- Understand, explain, and apply complex local, state, and federal regulations, policies, and procedures.
- Able to travel to meet with service providers and participants; ability to work independently as well as part of a team; must have a flexible schedule on some evenings and weekends.
- Proficient computer skills in MS Word, Excel, PowerPoint, database management, and Safari/Chrome/Edge.
- Must have a valid California Driver License, clean DMV record, and proof of current auto insurance and registration; must pass a background check.
- The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. While performing the duties of this job, the employee is regularly required to sit and work on the computer; use hands to handle or feel and talk or hear; moving objects up to 25 pounds.
