As the IT Budget and Reporting Analyst, you will provide financial management operations for IT programs, projects, and initiatives. In this role, the Financial Analyst will work closely with senior leadership to create, validate financial ledgers, and ensure compliance with budgetary guidelines. Your responsibilities will include budgeting, billing, reporting, forecasting, and auditing of expenditures.

Key Responsibilities:
  • Provides financial management operations to include but not limited to budgeting, billing, reporting, and forecasting of IT programs, projects, and initiatives.
  • Follows proper financial practices, protocols, standards, and guidelines to ensure good stewardship of Government funding.
  • Works closely with senior leadership to create and validate financial ledgers and ensure they are in-line with yearly and quarterly budgetary readiness exercises.
  • Perform financial tracking for contracts, contract line number(s) (CLIN), and Resource Management Work Breakdown Structure (WBS).
  • Assists program and project managers with capturing funding requirements and expenditures.
  • Assists with expenditure and funding audits as they arise throughout the fiscal year.
  • Provides reports to senior leadership regarding financial expenditures and budgetary line items awaiting execution.
  • Work with the organization's resources managers to coordinate yearly and quarterly budgetary execution plans.
  • Develops and maintains the annual spending plan and process for the Department.
  • Maintains the Defense Medical Logistics Standard Support (DMLSS) ledger to include monitoring and recording fund balance, assist Department end-users in researching items and ensuring the company is 889 compliant.
  • Works closely with the Divisions to track financial burn rates.
  • Utilizes in General Fund Enterprise Business System (GFEBS) system to manage Procurements.
  • Coordinates with the departments’ Branch and Division leads to ensure hardware and software support agreements are maintained.
  • Processes annual contract actions to maintain, renew, recompete maintenance contracts.
  • Develops and presents progress reports.
  • Tracks and manages organizational tasks.
  • Manages the obligation and de-obligation process for current and future Fiscal Years
  • Manage requirements within Financial Management Information System (FMIS)
  • Collaborates with internal and external entities to ensure the department’s financial obligations are met.
  • Performs independent thinking, complex tasks with little to no supervision, and may supervise others.
Qualifications:
  • 6 years of experience as a financial analyst or equivalent.
  • Bachelor’s degree and/or equivalency.
  • Proficient in Microsoft Office Products specifically Excel, Teams, and Outlook
  • Knowledge of DHA contract acquisition processes, system & software approval processes, information technology & cybersecurity concepts.
  • Knowledge of Contract Line Number(s) (CLIN) structure
  • Knowledge of Resource Management Work Breakdown Structure (WBS)
  • Public Trust Clearance Required.
  • Abilityto be physically present in the officeM-F, there may flexibility to work a hybrid model after first 90 days
