ABOUT THE POSITION
The Le Grand Community Services District (District) is recruiting for a General Manager to serve as the District’s chief administrative officer. The General Manager is responsible for day-to-day management of District operations, implementation of Board policy, supervision of District employees and contractors, financial oversight, regulatory compliance, overseeing District facilities, and delivery of essential public services.
Working under the policy direction of the Board of Directors, the General Manager is expected to exercise independent judgment, initiative, and professionalism while ensuring that operations remain efficient, lawful, and responsive to community needs.
DUTIES
The General Manager plans, organizes, and directs all District functions. This includes administering daily operations, coordinating maintenance and capital improvements, and ensuring dependable delivery of water, wastewater, and related services. The General Manager prepares and administers the annual budget, monitors financial performance, oversees purchasing and contracts, and ensures compliance with applicable regulations and accounting standards.
The position supervises District personnel, evaluates job performance, and enforces personnel policies adopted by the Board. The General Manager manages outside consultants and contractors and ensures projects are completed efficiently and within authorized scope and budget.
The General Manager prepares agenda materials and reports, attends Board meetings, and provides clear and accurate information to support decision-making. The position serves as the District’s primary liaison with regulatory agencies, neighboring jurisdictions, and community organizations, ensuring required permits, reporting obligations, and environmental standards are met.
The General Manager also responds to operational issues and customer inquiries, addresses emergencies as needed, and develops long-term infrastructure and organizational strategies to support reliable, sustainable District operations.
QUALIFICATIONS
Education and Training
A bachelor’s degree in public administration, business administration, engineering, environmental science, or a closely related field is preferred.
A combination of relevant education, training, and progressively responsible management experience may be considered in lieu of a degree.
Experience
The ideal candidate will have substantial experience in administration, supervision, and budgeting within a public agency, utility, or comparable operational setting. Experience working with governing boards, preparing administrative reports, coordinating contractors, and managing public funds is highly desirable. Familiarity with water or wastewater operations is preferred, but candidates with strong public-sector management backgrounds will be considered.
Knowledge and Abilities
Candidates should possess knowledge of public agency budgeting, purchasing, financial reporting, and regulatory compliance. The position requires strong written and verbal communication skills, the ability to work effectively with staff and the public, and the capacity to analyze issues, recommend solutions, and implement Board direction. The successful candidate must demonstrate integrity, discretion, and a commitment to transparency and responsible public service.
Other Requirements
A valid California driver’s license and the ability to pass a background check are required.
