The Proposal Specialist will be responsible for coordinating the development, submission, and review of business development proposals for the company. This role will partner with various internal teams, including sales, operations, marketing, consulting, and legal, to ensure the creation of high-quality, timely, and compliant responses to RFPs, RFQs, and RFIs. This role will be based in the Proposal Center, report to the Director of the Proposal Center, and work closely with business line leaders for guidance, support, and task assignments. The Proposal Specialist will primarily support consulting related proposal and sales enablement activities, while collaborating with broader Montrose teams as needed. Who are we? In addition to proposal management, this position will also support a variety of sales enablement initiatives depending on proposal volume, contributing to the overall success of the company. A DAY IN THE LIFE Proposal Management (Primary Focus): Coordinate and manage the full proposal life cycle for assigned proposals, from the initial receipt of proposal requests through to the final submission and delivery. Work directly with business line stakeholders for related day-to-day tasks and projects. Lead go/no-go meetings, kick-off meetings, and other meetings as required. Researching bid portals and aiding in lead/pipeline generation opportunities. Collaborate with cross-functional teams (sales, operations, consulting, marketing, service, legal, etc.) to develop and package comprehensive, compliant, and compelling responses to business opportunities. Analyze costs, risks, and benefits associated with proposed contracts, and prepare proposals as needed. Ensure proposals meet both client requirements and internal standards, including compliance with submission guidelines and internal quality controls. Create well-designed proposal graphics, write/edit, proofread, format, maintain version control, and ensure compliance to both submittal guidelines and internal organizational and brand standards. Manage version control and deadlines for all proposals, ensuring timely submission and communication of key milestones to relevant stakeholders. Maintain repositories and databases of project experience and approved content for proposals, making updates as necessary. Communicate with team members to ensure milestones are met, proposals comply with requirements, and critical tasks to win bids are understood and addressed. Write and maintain professional CVs for all team members, ensuring up-to-date, accurate, and tailored profiles are available for proposals and marketing purposes. Sales Enablement Support (Secondary Focus): Support general marketing and sales enablement initiatives when proposal volume is low, including content development and copywriting. Assist in creating sales enablement collateral such as brochures, presentations, email campaigns, and Statement of Qualifications (SOQs) to promote the organization’s services. Collaborate on branding and messaging initiatives to ensure consistency across all marketing and proposal materials YOUR EXPERTISE AND SKILLS To perform this job successfully, individuals must be able to perform each duty and responsibility satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Bachelor’s degree in Marketing, Communications, Business, or a related field. At least 3 years of experience in proposal management, marketing, or a related field, preferably within a consulting, government services, or other service-oriented industry. Strong experience with leading Go/No-Go discussions with stakeholders Strong project management and organizational skills with the ability to juggle multiple priorities and deadlines. Prior experience with public sector (municipal, state, federal) proposal responses. Excellent writing, editing, and proofreading skills. Proficiency in Microsoft Office, Adobe Creative Suite (InDesign and Photoshop), and CRM/marketing tools. Strong interpersonal skills and the ability to work cross-functionally with multiple departments. Shipley and APMP certifications/training desired. KNOWLEDGE, SKILLS, & ABILITIES Excellent written and verbal communication skills, ensuring clear and effective interactions across teams. Possesses a proactive mindset with a strong sense of initiative, capable of identifying and addressing tasks independently without requiring direct instruction. A hard worker with an exceptional work ethic, always looking for ways to add value and help the team. Driven and resourceful, constantly seeking to improve processes, solve problems, and ensure the best outcomes for the firm. Analytical thinking and strategic planning. Attention to detail, especially in high-pressure situations with tight deadlines. Strong ability to manage multiple projects simultaneously, with excellent time management and prioritization skills. Creative problem-solving skills with the ability to adapt to shifting priorities. Ability to work both independently and as a key liaison within a collaborative team. Proficiency in graphic design and layout software (e.g., Adobe Creative Suite, Canva) for proposal graphics and marketing materials. Familiarity with digital marketing tools and platforms, including content management systems (CMS), social media, and email marketing tools. This position is fully remote (telecommute) with occasional travel to U.S. office locations for team meetings.
