LMI seeks an experienced Infrastructure Resilience Lead to provide support to a DHS facilities portfolio management program overseeing and engaging in our client's facility and infrastructure portfolio. - Provide resilience expertise and guidance to the client relative to resilience policy and practices at all levels of government.
- Track and report on the assimilation and implementation of federal executive orders related to resilience requirements for facilities portfolios.
- Assist in developing and implementing resilience-oriented projects which improve the overall resilience of specific locations and the overall facilities portfolio.
- Provide input to facilities projects during the planning and development phase to ensure resilience best practices are considered and incorporated.
- Review project documentation (e.g., project plans, drawings and specifications) to ensure resilience principles are incorporated into facilities projects.
- Work with facility site managers, project managers and other technical staff to facilitate their understanding of resilience principles.
- Perform site visits and assessments of existing facilities to measure and score the resilience of existing facilities.
- Develop risk assessments and scenarios using the government's tools or other methods as to the resilience of individual locations and the overall portfolio.
- Prepare cost models for resilience improvement projects.
- Provide regular briefings and reports to government leaders on the state of the resilience program and the government's associated resilience performance metrics.
- Lead meetings with stakeholders, including government leaders and program staff, other private sector contractors, service providers, and consultants.
Oversee the DHS client's resilience program for its large facilities and infrastructure portfolio, notably implementing the client's infrastructure risk assessment process.
- Bachelor's Degree required in engineering, architecture, environmental science or related technical field.
- Master's degree or equivalent experience preferred.
- Minimum of eight (8) years of related experience in the research, analysis and application of resilience principles to facilities (buildings) and infrastructure.
- Must have experience in providing strategic support for federal infrastructure resilience programs, including reviewing federal resilience policies, drafting guidance and directives, and implementing resilience solutions and deliverables.
- Requires experience facilitating meetings, events and activities related to resilience.
- Familiar and versed in the built environment, including the planning and development of facilities from inception to operation (facility lifecycle).
- Strong interpersonal skills as evidenced by experience facilitating and coordinating the efforts of government stakeholders and private sector consultants including architects/designers, engineers, environmental planners, and resilience analysts in the resilience realm. Able to bridge the gap between federal leaders and private sector service providers.
- Ability to communicate clearly with a wide variety of stakeholders orally and in writing using software including the MS suite of products (PowerPoint, Word, Excel, Project)
- Ability to collaborate well with others and build strong relationships across teams of varying backgrounds and disciplines.
- Professional certification in a relevant discipline such as a Project Management Professional (PMP), Certified Facility Manager (CFM), or similar is a plus.
- Ability to pass a government public trust background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance abuse, and employment verifications; active U.S. Customs and Border Protection background investigation (CBP BI) preferred.
