What You Will Do
Within the Associate Laboratory Directorate's office for Environment, Safety, Health, Quality, Safeguards, and Security (ALDESHQSS), this Division Leader (DL) position will report to the Senior Director for Environment and Waste Programs. The selected candidate will be responsible for the leadership, strategy, tactical execution, performance measurement, and technical oversight of Environmental and Waste Management Programs that enable the mission while protecting Laboratory workers, the public, and the environment.
Specific responsibilities include regulatory compliance encompassing a portfolio consisting of several Federal and State of New Mexico regulatory agencies. Compliance scope and protection activities range from antiquities and historic preservation to endangered species and wildlife, forest management, pollution prevention, and regulatory and permitting actions related to waste management, water and air quality, RCRA, NEPA NRDA, and compliance with DOE Orders. This scope includes the development and implementation of policies, procedures, and systems to ensure the flow down of regulatory requirements, and attention to regulatory oversight related to the Laboratory's programs in these functional areas. The DL will support Directorate goals for the Laboratory Agenda, mission success, and protection of the Laboratory's liability exposure while maintaining business and operational effectiveness. Exceptional customer service to sustain effective relationships with principal mission stakeholders and regulatory agencies is essential. The DL will lead and manage resource allocation, succession planning, mentoring, recruiting, and retaining qualified environmental staff. The DL will also use fact-based decision making to anticipate and mitigate/eliminate environmental protection and sustainability issues.
The Division Leader will help to establish and implement a customer focused approach to Environmental and Waste Compliance. The Division Leader will foster high quality compliance and technical support to include sustained and effective relationships with principal stakeholders. Emphasis will be placed on ensuring the Division has the capabilities necessary to support programmatic mission success through resource allocation, succession planning, mentoring, recruiting, and retaining qualified staff.

- Experience as a senior manager, or similar, with a distinguished track record that demonstrates management positions of increasing responsibility and accomplishment including setting technical direction and goals, implementing effective business practices and systems, managing personnel, managing budgets and finances, and managing customer and stakeholder relations.
- Knowledge and experience with federal and state regulations, policies, and procedures, such as, the Resource Conservation and Recovery Act, National Environmental Policy Act, Clean Air and Water acts, Environmental Management System certification, Pollution Prevention, Biological and Cultural Resource Management and Land Transfer.
- Record of effective technical leadership that emphasizes organizational skills, strategic and tactical planning, team building, program development, project management, budget preparation, financial management, and business plan and employee development tools.
- Capacity to communicate, interact, and partner with internal customers as well as with Federal, State, and local agencies, and ability to deal productively with the public.
- Demonstrated talent working with technical staff to set and achieve organizational goals.
- Demonstrated advanced leadership and mentoring experience in the development of personnel and succession planning in a large complex business environment.
- Ability to lead a team of professionals with a record of successful teamwork and consensus building consistent with working across organizational and program/project boundaries.
