ABOUT THE LOS ANGELES COUNTY DEPARTMENT OF HEALTH SERVICES:
The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation. DHS operates as an integrated health system, operating 25 health centers and four acute care hospitals, in addition to providing health care to youth in the juvenile justice system and inmates in the LA County jails. Across the network of DHS' directly operated clinical sites and through partnerships with community-based clinics, DHS cares for about 600,000 unique patients each year, employs over 23,000 staff, and has an annual operating budget of 6.9 billion. Through academic affiliations with the University of California, Los Angeles (UCLA), the University of Southern California (USC), and the Charles R. Drew University of Medicine and Sciences (CDU), DHS hospitals are training sites for physicians completing their Graduate Medical Education in nearly every medical specialty and subspecialty. In addition, to its direct clinical services, DHS also runs the Emergency Medical Services (EMS) Agency and the County's 911 emergency response system, as well as Housing for Health and the Office of Diversion and Re-entry, each with a critical role in connecting vulnerable populations, including those released from correctional and institutional settings, to supportive housing.

DEFINITION:
Researches, analyzes, and makes recommendations regarding the use and deployment of resources and the implementation and refinement of operations and programs having department-wide impact within the Department of Health Services.

Essential Job Functions

Analyzes department services and make recommendations on contracting-out for such services.

Develops Requests for Proposals as appropriate, receives and evaluates bids, selects vendors, and coordinates transition of County programs to private vendors.

Researches and develops contracts with the private sector for the performance of major department-wide functions and services.

Negotiates with state or federal agencies to obtain grant funds and to justify and persuade grantor officials to permit the expenditure of funds for purposes contrary to an original grant.

Represents the department in negotiations with the state covering various provisions of health service contracts.

Ensures that recommended changes in department programs and resolutions to operational problems increase the efficiency and effectiveness of deliverable services.

Act as a team leader of other analysts as needed.

Performs special assignments and projects, as directed.

Requirements

Selection Requirements:
Option I-Four (4) years of experience at the level of the County of Los Angeles class of Administrative Assistant III or higher.

Option II-One (1) year of experience at the level of Los Angeles class of Assistant Staff Analyst, Health or higher.

No out-of-class experience will be accepted.

Desirable Qualification:
Additional credit will be given to applicants who possess the following desirable qualification.


  • Additional years of experience in excess of the Selection Requirements.
Physical Class II - Light:
This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

License:
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

Special Requirement Information:
Experience at the level of Administrative Assistant III in the County of Los Angeles is defined as: Assisting and supporting administration by defining, analyzing, and making recommendations for the solution of highly complex problems of organization, program, procedure, budget or personnel and other management problems, and participates in the implementation of their solution for accomplishing work objectives. Work under general supervision of the line or division manager.

Experience at the level of Assistant Staff Analyst, Health, in the County of Los Angeles is defined as: Assists in research and analysis and makes recommendations regarding the use and deployment of resources and the implementation and refinement of operations and programs within a healthcare setting/agency, including responsibility for the development of procedures and participation in policy formulation.

Highly complex is defined as - a significant greater degree of originality, innovation, critical thinking, resourcefulness, and conceptualization required to perform the task

Additional Information

Examination Content:
This examination will consist of an evaluation of training and experience based upon application information, desirable qualification, and supplemental questionnaire, weighted 100%.

Candidates must achieve a passing score of 70% or higher on the examination in order to be placed on the eligible register.

Eligibility Information:
Applications will be processed on an "as-received" basis and those receiving a passing score will be promulgated to the eligible register accordingly.

The names of candidates receiving a passing score on the examination will be added to the eligible register and will appear in the order of their score group for a period of twelve (12) months following the date of eligibility.

No person may compete in this examination more than once every twelve (12) months.

The eligible register resulting from this examination will be used to fill vacancies throughout the Department of Health Services as they occur.

Available Shift:
Appointees may be required to work any shift, including evenings, nights, weekends and holidays.
