Basic Function

Supervises personnel engaged in the maintenance of rail communications equipment to help ensure successful and safe train operation for both employees and the public.

Example Of Duties

  • Plans, organizes, and assigns daily preventive and corrective maintenance work in the inspection and repair of electrical and electronic systems, including train radio and data, public address, intercom, telephone, closed-circuit television, fiber optic/cable television, and fire and emergency management systems
  • Investigates, troubleshoots, and diagnoses communication systems and equipment problems
  • Monitors performance of various systems and develops preventive and corrective maintenance programs
  • Develops and administers staff training programs
  • Performs periodic inspection of all communications and signals sites along rail line
  • Enforces safety regulations and instructs assigned staff on the uses of safety devices and procedures
  • Initiates requisitions for parts, material, equipment, and outside labor necessary to perform designated maintenance
  • Supervises subordinate staff
  • Accounts for subordinates and personal compliance with all of Metro′s safety rules, polices, and procedures
  • Manages day-to-day elements of the budget
  • Organizes, supervises, and provides guidance to assigned staff; responsible for employee performance evaluations
  • Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried out

Positions in this job classification are considered safety sensitive and subject to drug and alcohol testing, including random testing, under Federal Transportation Administration(FTA) drug and alcohol regulations.

Requirements For Employment

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Additional experience, as outlined below, may be substituted for required education on a year-for-year basis. A typical combination includes:

Education

  • Associate's Degree in Electronics or equivalent training from a recognized trade school


Experience

  • Three years of relevant experience performing technical troubleshooting, installation, repair, maintenance, and acceptance testing of rail electronic/ electrical systems and components


Certifications/Licenses/Special Requirements

  • Move objects weighing up to 50 pounds
  • Must comply with and ensures assigned staff comply with all related regulatory policies federal, state, and local agencies, such as EPA (Environmental Protection Agency), AQMD (Air Quality Management District), FRA (Federal Railroad Administration), and CPUC (California Public Utilities Commission)
  • Must comply with all California Occupational Safety and Health Administration (Cal/OSHA) regulations and utilize approved safety equipment and personal protective gear including, but not limited to, respirators, eye, and hearing protective devices (HPD), if and when required
  • Valid California Class C Driver License
  • FCC Commercial General Radio/ Telephone Operator License
  • Positions in this job classification are considered safety-sensitive and subject to drug and alcohol testing, including random testing, under Federal Transit Administration (FTA) regulations
  • Required to respond to emergency repair problems on 24-hour, 7 days-a-week basis
  • Travel to work sites along rail lines
  • Work at heights up to 125 feet


Knowledge:

  • Theories, principles, and practices of operation of current communications and digital electronics systems, including microwave and fiber optic cable transmission systems
  • Repair and maintenance procedures for electronic and radio telecommunications systems
  • Applicable local, state, and federal laws, rules, and regulations for operation of radios and closed-circuit television (CCTV) and related Federal Communications Commission (FCC) licensing requirements
  • Labor contracts
  • Principles of supervision
  • Applicable business software applications

Skills:

  • Planning, organizing, and monitoring the repair and installation of electronic systems and equipment
  • Analyzing situations, identifying problems, and recommending solutions
  • Preparing reports
  • Communicating effectively orally and in writing

Abilities:

  • Work under stressful or emergency conditions
  • Understand, interpret, and apply laws, rules, regulations, policies, procedures, contracts, budgets, and labor/management agreements
  • Interact professionally with various levels of Metro employees and outside representatives
  • Supervise subordinates
  • Work at heights up to 125 feet
  • Move objects weighing up to 50 pounds
  • Read, write, speak, and understand English

Selection Procedure
