WORKFORCE INNOVATION AND OPPORTUNITY ACT (WIOA) SERVICES COORDINATOR

General Statement of Duties

Performs general administrative support and coordination for the Workforce Innovation and Opportunity Act (WIOA) programs for the Workforce Development Division.

Distinguishing Features of the Class

An employee in this class is responsible for coordinating and conducting activities in the operation of the WIOA programs. Work involves developing close working relationships with service providers, business, and industry. An employee in this class also performs secretarial, public contact and administrative office management duties. Work is performed independently with the authority to exercise some discretion and judgment. Employees in this class will be required to work very closely with service providers, other LRCOG staff, the LRCOG Board, and the general public. Work is performed under the supervision of the Workforce Development Administrator and is evaluated through observation, discussion and reports.

Illustrative Examples of Work

Responsible for assisting in the strategic planning process involving the WDB, Service Providers, and other interested parties to determine most feasible method of both in-house operation and contracted services.

Assist with analyzing data of local labor market conditions and availability of workforce development activities and related services within the Local Area.

Assist in the coordination, development and implementation of the plan for operation of the regional WIOA programs, NCWorks Career Centers and other workforce development programs and updates as necessary.

Assists with development of contracts and contracts amendments.

Assists in coordination of meetings and events to help inform the public of services available.

Coordinates and facilitates in technical assistance sessions.

Attends WDB and subcommittee meetings and liaison meetings with local officials, economic developers, secondary and post-secondary education institutions, community-based organizations, employers, social services agencies, employers, etc.

Coordinates arrangements for meetings, conferences, or workshops; notifies participants of dates, place, time; makes meal and travel arrangements; assists in the preparation of programs; attends selected meetings and conferences and takes minutes.

Collects information and complies data and reports of COG activities as requested by the Executive Director.

Provides general administrative support to WD staff.

Performs related duties as assigned.

Recruitment and Selective Guidelines

Knowledge, Skills and Abilities

In depth understanding of community support resources and agencies.

Knowledge of work concepts and methodology for the Workforce Innovation and Opportunity Act or similarly related programs.

General knowledge of work concepts and methodology of federal grant program.

Ability to understand, apply and explain rules and regulations which govern the WIOA program and services.

Knowledge of computer application/information systems and office machine operation.

Ability to communicate effectively, both orally and in writing.

Knowledge of office practices and procedures.

Ability to establish and maintain effective working relationships with service providers, employers, training institutions, public agencies, the general public, federal, state, and local agencies, and other partners

Ability to analyze and interpret data.

Ability to organize, plan, and coordinate youth training sessions.

Ability to elicit, record, and evaluate information and prepare routine reports.

Must possess a valid driver’s license issued by the State Department of Motor Vehicles and reliable transportation.

Physical Requirements

Position should possess the ability to perform fingering, grasping, talking, hearing, and repetitive motion.

Position should possess the ability to perform light work exerting up to 20 pounds of force occasionally and/or 10 pounds of force frequently.

Position should possess the close visual acuity to prepare and analyze data; view a computer terminal and excessive reading.

Education and Experience

Bachelor’s Degree from an accredited college or university in Social Work, Human Resources, or closely related field; or Associate’s degree in Human Services Technology, Business Administration or two years successful experience in human services programs, case management or employment and training programs. Must be able to pass a background check, possess a valid driver’s license and reliable transportation.

WORKFORCE DEVELOPMENT SERVICES COORDINATOR

The Lumber River Council of Governments, a regional planning and service agency serving Bladen, Hoke, Richmond, Robeson and Scotland Counties, is seeking a services coordinator for its workforce division. This position performs general administrative support and coordination for the Workforce Innovation and Opportunity Act (WIOA) programs for the Workforce Development Division.

Bachelor’s Degree from an accredited college or university in Social Work, Human Resources, or closely related field; or Associate’s degree in Human Services Technology, Business Administration or two years successful experience in human services programs, case management or employment and training programs.

Must be able to pass a background check, possess a valid driver’s license and reliable transportation.
