What are the responsibilities and job description for the Engineer I/II position at Macon-Bibb County Government?

Under general supervision, performs responsible civil engineering work involving public works project design, plans review and approval, GIS program administration and related engineering projects. Performance is reviewed through observation, conferences and results achieved.(Any one position includes a combination and not necessarily all the job duties listed below.) 
  • Reviews and approves commercial, retail, and residential site plans.
  • Receives and evaluates complaints from citizens regarding street paving and storm drainage.
  • Coordinates the design of paving and storm drainage projects.
  • Designs and participates in the preparation of varied public works engineering projects including plans, specifications and bidding documents.
  • Participates in and conducts engineering studies involving feasibility, location and construction costs.
  • Reviews engineering designs prepared by others for practicality and adherence to established engineering principles and practices, laws and applicable ordinances. 
  • Works with other city agencies, public utilities, consulting engineers and government agencies to present engineering data, plans, proposals, etc.
  • Prepares paving assessments. 
  • Participates in the development of engineering proposals and attends meetings to present engineering data and proposals. 
  • Provides mapping services to other departments. 
  • Attends public meetings to provide information on engineering issues, as appropriate. 
  • Estimates manpower requirements, construction costs and completion dates. 
  • Reviews and supervises, if assigned, the work of professional and sub-professional personnel engaged in the design and execution of public improvements. 

SECONDARY JOB DUTIES: 
  • Completes special projects and performs other miscellaneous duties on request.

EQUIPMENT OPERATED: 
  • Personal computer, word processor, fax machine, copy machine, professional engineering tools and computer software, calculator, and other assigned equipment.

REPORTING RELATIONSHIP:
  • This position reports to the County Engineer.
ENGINEER I:
  • High school graduate or equivalent GED, supplemented by courses in civil engineering, and Four (4) years of responsible experience in civil engineering or public works project design and construction or another related technical field. 
  • Associates of Arts degree in a technical field and two (2) years of responsible experience in civil engineering or public works project design and construction or another technical field.

ENGINEER II:
  • College graduate with a BS degree in Civil Engineering, or another related technical field.
  • Thorough and extensive knowledge of the principles and practices of civil engineering as relates to the preparation of plans and specifications for a wide variety of public works projects. 
  • Thorough and extensive knowledge of the design, construction and maintenance of large-scale public works and utility facilities with emphasis on storm drainage design and construction, landfills, and road design. 
  • Considerable knowledge of land and engineering survey methods and techniques. 
  • Considerable working knowledge of personal computers and word processing and database software programs, including Microsoft Office Suite, the Windows NT network, and internet and e-mail services.
  • Effective written and oral communication skills. 
  • Ability to adapt approved engineering methods and standards to the design, construction, and maintenance of a variety of public works and utility projects.
  • Ability to maintain effective working relationships with fellow employees and with members of the general public.

(ADA) MINIMUM QUALIFICATIONS OR STANDARDS REQUIRED TO PERFORM ESSENTIAL JOB FUNCTIONS

LANGUAGE SKILLS: 
Ability to read and understand written materials.  Ability to effectively communicate information to supervisors, employees, and the general public. 

MATHEMATICAL SKILLS: 

Ability to work with basic mathematical concepts, such as addition, subtraction, multiplication, and division. 

COMMUNICATION SKILLS: 
Must be able to effectively communicate orally and in writing in a professional manner in order to give or exchange information, resolve problems, and/or provide service. In addition, this position requires extensive contact with supervisors, other employees, and the general public.

REASONING ABILITY: 
Ability to interpret and understand a variety of forms, reports, manuals, regulations, and other means of instruction and guidance.
