GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES
The primary purpose of this position is: To operate engineering and construction equipment and perform functions as cutting, moving, digging, grading, and rolling earth, sand, stone, and other materials.
a. Operates one or more types of heavy equipment to push, pull, pile, or load materials such as sand, gravel, earth, and clearing brush, rocks, tree stumps, and other material.
b. Operates farm-type tractors and towed or attached equipment on level or rolling terrain such as open fields, lawns, and along roadways.
c. Utilizes safety practices and procedures following established safety rules and regulations and maintains a safe and clean work environment.
d. Uses and maintains tools and equipment.
e. Maintains records and documents action.
DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES
a. Work is generally performed on flat or rolling terrain, and construction sites with simple terrain problems. Adjusts the attachments for proper level, angle, or depth based on work requirements and equipment used. Operates other types of basic equipment with hydraulically controlled blade, backhoe, or other attachments to aid in installing gutters and drainage areas on shoulders of roads, digs for water and sewer lines, and maintains ditches. Operates bulldozer to blade dirt out of diversion ditches; to pile dirt for front end loader; and to excavate dirt for various other projects. Operates sweepers with attachments to sweep roads, parking lots, runways, streets, and confined areas. Will be required to perform snow/ice control.
b. Frequently operates towed or attached equipment (e.g., mowers, aerators, plow spreaders, harrows,
sprayers, post-hole diggers, front-end loading devices, backhoes, and snow dozers) manipulating both tractor and equipment controls at the same time through hydraulic or mechanical controls on the tractor. Operates backhoes and front-end loading devices to move trees, dig ditches, unload soil, and perform other tasks associated with grounds maintenance. Operates boom slope mowers to cut grass on slopes while operating the tractor on level ground along roads. Operates tractors and equipment between shrubs and trees, along fences and curbs, in snowy or marshy areas, and in areas where tree limbs, bushes, and rocks are more likely to cause clogging or jamming of the equipment. Determines power requirements for various soil conditions and determines safe operating speeds.
c. Uses and assures proper fit of required safety equipment and clothing. Follows federal and state rules when storing, using, handling, labeling, and disposing of hazardous materials and waste in accordance with environmental standards. Performs clean-up duties such as cleaning equipment, sweeping, straightening, and lining up tools and other property in the assigned area.
d. Performs maintenance such as checking and replenishing fluids to proper levels, examining and changing filters, lubricating equipment, and making necessary adjustments.
e. Initiates or annotates forms or reports such as Operator’s Inspection Guide and Trouble Report, and updates the Civil Engineering IEMS System
QUALIFICATIONS REQUIRED AT HIRE
1. Knowledge of engineering equipment, such as graders, tractors with bulldozer or angle dozer blades, front-end loaders, backhoes, trench diggers, and large industrial tractors with pan or scraper attachments.
2. Knowledge of the different sets of controls and operation of equipment and attachments.
3. Knowledge of safety regulations, practices, and procedures; and regulations, procedures, and policies related to records maintenance and documentation.
4. Skill in manipulating controls to adjust spreaders, sprayers, posthole diggers, backhoes, moveable dozer blades, and front-end loading devices.
5. Ability to use and maintain power tools, hand tools, and related equipment.
6. Ability to read and interpret instructions, specifications, drawings, and sketches
QUALIFICATIONS ACQUIRED ON JOB
a. Routinely operates a variety of heavy equipment carefully, in accordance with safety rules and regulations.
b. Typically maneuvers equipment accurately in confined areas to avoid damage to equipment or surrounding area.
c. With few exceptions, perform work that is in compliance with specifications, completed within specified time frames, and meets customer requirements.
d. Routinely operates tractors and towed or attached equipment in accordance with established procedures and local regulations.
e. Almost always accurately determines power requirements and safe operating speeds.
f. . Consistently operates equipment in a safe manner, applying established safety rules and regulations to minimize minor violations and to avoid major violations due to employee error or negligence.
g. Strictly adheres to safety and security procedures and regulations and promptly reports any observed or identified violations in accordance with established guidelines.
h. Complies with environmental laws and regulations when working with chemicals and disposing of toxic and hazardous waste.
i. With few exceptions, properly uses, maintains, and accounts for all types of tools and equipment required to accomplish assigned duties.
j. Typically conducts effective periodic inspections and scheduled maintenance of equipment and attachments to ensure proper operation.
k. Routinely prevents major damage by adhering to proper maintenance requirements.
l. Usually prepares accurate, complete, and up-to-date record of actions taken and assures documentation is properly signed and coordinated in a timely manner.
LICENSE AND/OR CERTIFICATION REQUIREMENTS
Driver's licenses/CDL for all equipment must be obtained as appropriate within 1 year of hire

Special Requirements:
I. Possession of a current and valid Massachusetts Commercial Motor Vehicle Driver's License (CDL).
II. Based on assignment, possession of a current and valid Massachusetts Class C Equipment Operator's License issued by the Department of Public Safety.
