What are the responsibilities and job description for the Program Supervisor position at Maui Family Support Services, Inc.?

Under the direction of the Associate Director (AS), the Program Supervisor (PS) is responsible for the overall functioning and productivity of the Ho’owaiwai Kaiāulu Home Visiting and Outreach and Resource Specialists (OARS) teams. The PS duties may include, but are not limited to, assessing the families’ risk factors, assigning cases to referring home visiting programs, monitoring quality assurance duties (including fiscal management), compiling data for required reports (Monthly, Quarterly, Annually), and ensuring timely provision of services, e.g. following Parents As Teachers (PAT) model, screenings, home visits, group connections, community referrals, etc.

· Current and valid driver’s license.

· Current driver’s abstract.

· Current automobile insurance.

· Access to a vehicle for daily use

· Current CPR/First Aid certification.

· Current TB clearance.

· Computer literate in Microsoft Word and Excel.

· Able to travel off island.

Education and/or Experience:

The minimum staffing requirements are as follows:

PREFERRED:

a. Minimum of a bachelor’s degree in early childhood education, social work, health, psychology or a related field; other degrees in similar/related fields may be considered based on degree and related experience;

b. Minimum five years’ experience working with families and young children;

c. Strong interpersonal skills;

d. A commitment to reflective practice and supervision, data collection, and continuous quality improvement;

e. A solid understanding of and experience in managing staff, as well as motivating staff, and providing support to staff in stressful work environments;

f. Administrative experience including experience in quality assurance/improvement and program development;

g. Knowledge of infant and child development and parent-child attachment;

h. Experience with family services that embrace the concept of family-centered and strength-based service provision;

i. Knowledge of maternal-infant health and dynamics of child abuse and neglect. Experience in providing services to culturally diverse communities/families; and

j. Experience in home visitation with a strong background intervention services to the 0-5 age population.

Administrative Responsibilities:

1. Review and assess all agency screen intakes and referrals received and identify program need(s) for families.

2. Review screening information and ensure that any case which may involve “imminent harm” or “threatened harm” is referred to Child Welfare Services (CWS).

3. Assign qualified families to appropriate MFSS program and/or external program/agency according to program/agency program requirements.

4. Track referrals made to both MFSS programs and external program/agencies to ensure family services were received.

5. Collaborate with MFSS agency programs and/or external program/agencies to identify program needs, requirements, and maintain positive relationships with collaborators.

6. Create, document, and maintain meeting agenda topics, reflective supervision, and other pertinent staff and participant discussions.

7. Conduct routine participant record reviews to ensure all program forms/documents are accounted for and filed in a safe and confidential manner.

8. Attend agency Council on Accreditation (COA), MFSS agency, and program required trainings, meetings, and in-services.

Supervision Responsibilities:

1. Ensure staff are in compliance with program and agency requirements.

2. Ensure staff receive and complete trainings and professional development to meet program requirements.

3. Identify, secure, and implement additional staff training/professional development needs as determined to support the program goals for continuous improvement plan.

4. Create, document, and maintain meeting agenda topics, reflective supervision, and other pertinent staff and participant discussions.

5. Facilitate consistent routine reflective supervision and with individual program staff and team staff meetings to provide guidance through coaching and discussions on administrative topics, program data, skill building and peer support, etc.

6. Actively participate in staff performance evaluation process through observations and on-going reflective supervision and individual staff goal setting.

7. Collaborate with the program’s Clinical Specialist and Child Development Specialist to ensure required assessments are completed for all participants.

8. Ensure all program staff are accountable for work hours and audit timesheets.

9. Promote program job vacancies and complete all new-hire processes as outlined by the agency’s hiring procedures.

Operational Responsibilities:

1. Develop and maintain health and safety practices for program staff and program participants.

2. Create and maintain system to track and compile data for required reports to funders or accrediting/monitoring bodies, e.g. Monthly, Quarterly, and Annual Reports.

3. Attend PAT model required meetings.

4. Ensure all program staff members have materials and supplies needed to successfully do their job duties.

5. Track and maintain program budget.

6. Conduct monthly and quarterly participant record reviews and other Performance Quality Improvement (PQI)/Quality Assurance Plan or Continuous Quality Improvement (CQI) activities and maintain required data collection for projects, including information for monitoring reports.

7. Ensure all contractual requirements are met, including defined service activities, target group numbers, and designated participant assessments.

8. Oversight of HKHV and OARS services including the following:

a. Psychosocial needed interviews of families during the perinatal period to determine if families are in need of extra supportive services;

b. Community outreach within the geographic areas;

c. Appropriate referrals to community resources;

d. Advocacy for participants as needed; and

e. Other short-term direct assistance for participants as needed.

9. Perform other related duties as assigned.
