Experience:
Equivalent to five (5) years of high level executive or administrative experience, including demonstrated successful knowledge and skills necessary to develop evaluate, and administer varied types of programs requiring large expenditures of funds and staff resources.
Education:
Graduation from an accredited four (4) year college or university. A Master's Degree in public administration, business administration or related field is desirable.
ESSENTIAL FUNCTIONS
Assist the County Executive Officer as the responsible Executive in providing County Services.

Effectively conducts and represents the County Executive Officer in meetings with community organizations, legislative representatives, and local advisory groups.

Communicates effectively with others in a variety of circumstances.

Analyze data, interpret policies, procedures and regulations, develop appropriate conclusions, and prepare reports.

Resolve conflicts and respond appropriately to complaints from the public.

Complete multiple priority projects with conflicting deadlines and under stressful conditions.

Establish, implement and achieve goals and objectives.

Maintain confidential information in accordance with legal standards and/or County regulations.

Represent the County Executive Officer with the community and other agencies.

Administer a budget, personnel and programs.

Make presentations to the Board of Supervisors and other groups.

Train, evaluate and supervise staff.

Frequent use of depth perception and peripheral vision.

Frequent use of hand-eye coordination.

Frequent use of data entry device including repetitive hand and arm motion.

Occasionally lift and carry up to 40 pounds.

Ability to:

Plan, organize and supervise a variety of functions as assigned by the County Executive Officer, including a County-wide legislative and public information program.

Direct and conduct complex research studies and develop policy recommendations for areas under executive oversight as well as those assigned by the County Executive Officer.

Work effectively with individual Board members in evaluating the need for administrative support and deployment of available resources.

Review the work of Administrative staff and resolve problems.

Oversee the development and administration of a variety of grants.
- Effectively represents the County Executive Officer with community organizations and other government agencies.
ALLOWANCES
AUTO ALLOWANCE
$700 per month car allowance.
EXPENSE ALLOWANCE
$300 per month for all non-elected "A" Level executives.
COMMUNICATION ALLOWANCE
$150 per month communication allowance.
HOLIDAYS & LEAVES
MANAGEMENT LEAVE
96 hours per Fiscal Year (prorated for the time remaining in the fiscal year).
VACATION
10 days the first 5 years of continuous employment (limited to a maximum of 160 hours), 15 days in the second 5 years of continuous employment (limited to a maximum of 240 hours), and 20 days after 10 years of continuous employment (limited to a maximum of 320 hours). Optional annual sell back of a portion of accumulated vacation leave hours (maximum - 80 hours).
SICK LEAVE
.0462 hours sick leave for each paid regularly scheduled work hour. 12 days (96 hours) per year with unlimited accumulation. Optional annual buy back of a portion of accumulated sick leave hours upon meeting certain criteria.
HOLIDAYS
Twelve paid holidays annually plus one optional holiday.
BEREAVEMENT LEAVE
Three (3) regularly scheduled work days or five (5) days if distance traveled over 500 miles one-way.

HEALTH INSURANCE
Medical Insurance - Merced County offers five Medical Plans and contributes towards employee and dependent premiums. Medical plan availability varies based on bargaining units.

- County pays 100% of the premium for employees and 50% for dependent(s)
Management Disability Plan includes a comprehensive Short/Long Term Disability plan paid for by the County.
LIFE INSURANCE
$80,000 County-paid Management Life Insurance coverage. $5,000 County-paid Life Insurance coverage (Accidental Death and Dismemberment included). Voluntary Term Life and Universal Life Insurance available - premium paid by employee.
RETIREMENT
DEFERRED COMPENSATION
The County offers a 457 Deferred Compensation Plan. Employees choose their investment funds and can make pretax contributions to the plan up to the maximum allowable.
