As Metrics is bidding to support the Florida Division of Emergency Management (FDEM) for Hazard Mitigation Assistance (HMA) Grants Management Consulting Services, we are seeking qualified Consultants to support grant application review, project lifecycle management, compliance validation, and coordination activities for FEMA-funded mitigation programs.Position SummaryConsultants apply administrative, consultative, and technical expertise across the full HMGP project lifecycle. Serving as project leaders, they interface with FDEM and subrecipients daily, manage sub-application intake through closeout, ensure federal compliance, and direct subordinate staff in completing task orders. This is the primary project management role on the engagement.Key ResponsibilitiesApply administrative, consultative, and technical expertise per the Customer SOWPlan, organize, execute, and control project tasks in successful deliveryInterface with the Customer on a day-to-day basis for timely deliveryApply a broad set of management skills and technical expertise as a project leaderProvide solutions through analysis of grant data and project documentationDirect subordinates in the completion of task ordersOrganize, direct, and manage support servicesAssign tasks and oversee projects in accordance with the Customer SOWDirect activities including sub-application review, QPR processing, and RFR validationTrain Customer personnel through formal classroom courses, workshops, or seminarsEnsure subrecipient compliance with procurement, bid solicitation, and permitting requirementsMaintain project logs per 44 CFR 206.438 with all required tracking dataMinimum RequirementsMinimum 5 years' experience in duties associated with Management Consulting ServicesHands-on experience with FEMA hazard mitigation grant programs (HMGP, BRIC, FMA, or similar)Proficiency in sub-application review, RFR processing, benefit-cost analysis, and EHP complianceKnowledge of 2 C.F.R.
