As an Assistant Airport Operations Duty Manager , you will perform daily airport management functions to inspect, monitor, and enforce safety and security procedures to ensure the safe, efficient, and secure operation of the airport complex.

Assistant Airport Operations Duty Manager

Serves in the Airport Operations Department at Washington Dulles International Airport (IAD).

Performs airport management functions with responsibility for the safe, efficient, and secure operation of the airport complex (airside, terminal, and landside). Maintains constant awareness of changing conditions, activities, and requirements affecting airport operations. Maximizes safety and security with minimal disruption to airport operations. Conducts inspections and enforces compliance with the Airports Authority's Security Program and Directives, Vehicle Control Program, airport specific safety and security procedures, Transportation Safety Administration Regulations, and Federal Aviation Regulations. Performs related functions.

GENERAL RESPONSIBILITIES

Patrols and inspects an airport complex on foot, by vehicle, and through technology and contractor security officers to ensure airport security mechanisms and operations and health and safety conditions are in compliance with Airports Authority's Security Program and Directives and Federal regulatory requirements.

Monitors terminal buildings and the Air Operations Area (AOA) ramp area for any unusual events or conditions, including news media and accidents.

Inspects the operational condition of the airport complex including, but not limited to, landside activities, terminal facilities, runways, taxiways, hold bays, fuel farm, safety areas, imaginary surfaces, NAVIDS, lighting systems and perimeter security, during each tour of duty and ensures compliance with all related guidelines and requirements.

Monitors landside roadways, general vehicular circulation, sidewalks, and parking lot conditions.

Monitors all ground transportation, waiting lines and vehicles, employee and commercial parking lots, signs, lights, fencing, and areas needing trash removal or repair.

Documents problems, discrepancies, and non-complying conditions concerning 14 CFR Part 139, and 49 CFR Part 1540 and 1542 and tenant activities to appropriate parties and reports for follow-up actions; monitors progress of corrections; determines severity of discrepancies and priority for corrective actions. Consults with the full performance Airport Operations Duty Manager or Airport Operations Duty Manager Supervisory prior to issuing any Notices to Airmen (NOTAMs) or authorizing the opening or closing of runways and/or taxiways.

Monitors passenger processing flow through the Main Terminal including curbs, security checkpoints, customs facilities and various passenger transport modes. Identifies and mitigates issues which could disrupt these processes.

Checks for the proper operation of card readers, doors, electronic gates, signage, and vehicle identification and operation.

Takes corrective action, files work orders for repairs, notifies the appropriate manager or coordinator, and files reports for airport facilities.

Issues violation notices for failure to comply with security or other AOA vehicular operation requirements. Is authorized to immediately suspend airfield driving privileges for careless or negligent driving. Follows up with the Authority's Police Department, as appropriate.

Checks identification (ID) badges for adherence to display policy.

Conducts vehicle safety inspections and validates insurance for AOA-approved vehicles.

Takes immediate corrective action to contain potential threats or incidents, which may include confiscating ID badges or directing removal of employees or contractors from the airport's premises.

Directs tenant and Airport personnel to resolve safety or security issues and intercedes to mitigate tenant ramp operation disputes, seeking Airport Operations Duty Manager guidance or assistance to resolve complex issues.

Serves as first responder to airport emergencies and other significant events in the ramp or landside areas, taking control of the scene until relieved by a supervisor.

Coordinates or conducts inspections, investigations, or corrective actions with other Federal and state agencies and airline officials. Assists airline security representatives, tenants, concessionaires, and Airports Authority personnel with requirements of 49 CFR Part 1544.

Develops and conducts training for contractor security guards, monitors the services provided, and informs management and the Contracting Officer's Technical Representative (COTR) of any concerns.

Conducts monthly security surveys in accordance with TSA requirements.

Performs other duties as assigned.

QUALIFICATIONS

Three years of experience in airport or airline operations at a 14 CFR Part 139 certified airport OR three years of military airfield operations experience and a bachelor's degree in any field. An equivalent combination of education and experience may be considered.

Knowledge of and ability to apply airport safety and security regulations (e.g., 49 CFR Parts 1542, 1544, and 1546 and 14 CFR Part 139) and skill in applying them to conduct safety and security inspections and investigations, ensure airport security and safety procedures are current, and assist airlines with security requirements.

Participation in, or knowledge of, at least one of the following: Federal Aviation Administration (FAA) airport certification, airport or airline security program, recurring airport or airline disaster/emergency exercises, or the monitoring and coordination of airport construction and maintenance operations.

Knowledge of aircraft operations, to include navigational and unusual aircraft operating characteristics, and the ability to evaluate aircraft and air traffic and take timely and appropriate action.

Ability to analyze complex situations, prioritize issues, and formulate response plans.

Ability to make detailed analyses of data and information and make recommendations.

Ability to speak and write effectively, with emphasis on communicating sensitive or confidential information in an emergency situation.

Skill in using a computer and modern office suite software, with emphasis on security access control systems and weather monitoring systems.

PREFERRED QUALIFICATIONS

A Bachelor's Degree in Aviation Management, Airway Science, Aviation, or related field.

Airport Certified Employee (ACE) certification in Airport Operations or Security from the American Association of Airport Executives (AAAE).

Experience in Airport Operations of a medium or large hub airport.

Experience in airport or airline security operations.

CERTIFICATIONS AND LICENSES REQUIRED

A state driver's license in good standing.

NECESSARY SPECIAL FACTORS

Work is typically reviewed in progress and upon completion for quantity, quality, timeliness, teamwork, customer service, and other factors.

Operates vehicle airside and landside (requires AOA permit).

Is subject to hold-over and recall on a 24-hour basis for essential services and emergencies such as snow removal.

May be subject to night/weekend work.

May walk for extended distances, including ascending and descending stairs, to inspect various areas in the terminals or to respond to emergencies.

May be subject to the possibility of bomb and various types of terrorist threats, irate passengers, large crowds, airport trespassers with ill intent, and potential exposure to hazardous materials and contagious diseases.

A background security investigation will be required for all new hires.
