The Director of Finance is responsible for planning, organizing, leading and controlling the finance activities for the agency. This position is responsible for the completeness and accuracy of internal and external reporting and analysis of the organization’s financial performance. Duties include overseeing accounting staff. The Director of Finance will manage the financial operations and financial controls to assure compliance with Federal, State and funding source requirements; preparing budgets and financial forecasts; addressing the insurance and health benefit needs of the organization; developing relevant policies and procedures; managing cash resources; and supervision of the accounting team. This position participates as a member of the leadership team, participates in the on-call director/manager rotation, coordinates financial and benefit activities with all other departments, coordinates agency technology services, and serves as liaison to the Finance and Personnel Committees of the Board of Directors. The Director of Finance reports to the CEO.

QUALIFICATIONS: Bachelor's degree from an accredited college or university with a degree in finance, accounting or business administration. Five years of work experience in finance or accounting, with one year in a supervisory position. Working knowledge of automated accounting systems. Experience with the development and management of budgets. Able to communicate effectively with staff, program participants, funding sources, and the business community. Superior analytical, numeric and administrative skills. Competent in the use of Windows-based computer applications. Demonstrated skill in successfully managing multiple projects.

PREFERRED QUALIFICATIONS: MBA or CPA. Experience with federal grants, working with accruals, and multiple cost centers. Experience with risk management and knowledge of applicable insurance policies. Experience with fund or non-profit accounting, with Great Plains accounting software, or in an organization serving individuals with barriers to employment.

ESSENTIAL FUNCTIONS:

I. Budgeting

A. Coordinate the development of annual revenue, expense, and capital asset budgets with input from each department head.

B. Compile and allocate the budget by cost center or fund source to arrive at annual fees for service and to prepare budgets for grant applications and reporting.

C. Provide to the CEO a recommended annual budget that includes comprehensive financial forecasts, comparative data, and a relevant narrative.

D. Forecast short-range cash requirements to assure maintenance of adequate funds.

E. Contribute to strategic planning and make recommendations regarding the allocation of company resources.

II. Financial Management and Compliance

A. Ensure that internal controls over financial activities and reporting are in place and are adequately designed to meet the company’s business needs. Make recommendations to policy and assure compliance with Internal Financial Control Policies, GAAP, grant requirements and accreditation standards.

B. Assure compliance with U.S. and Michigan Department of Labor laws, Internal Revenue Code, Michigan Mental Health Code, and other applicable federal and state laws.

C. Ensure the productivity, efficiency and training of staff responsible for all accounting and finance activities.

D. Assure development and implementation of comprehensive written operational procedures for all financial activities that will serve as a resource for staff. Implement regular procedural review and assure accurate revisions are made as procedures change.

E. Assure proper credit, invoicing, and collection applications.

F. Assure all purchases are made in compliance with agency procedures, including assurance of competitive procurement standards. Make recommendations and assure compliance with the Purchasing and Procurement Policy.

G. Assure accurate and timely payment of accounts.

H. Assure accurate preparation of client and staff payrolls.

I. Manage cash resources through regular cash reports, money transfers, dealing with financial institutions and preparing cash flow statements.

J. Recommend investment vehicles to maximize return on surplus funds.

K. Assure assets of the agency are appropriately safeguarded.

L. Prepare a comprehensive monthly consolidated financial reporting package with comparisons of actual to budget on a current month and year-to-date basis, as well as detailed performance reports as requested by management.

M. Compare current performance to previous periods and analyze significant variances.

N. Provide training and support to department heads to assist them in understanding their financial reports.

O. Maintain accurate records and reports for quarterly reviews and annual audits by an independent public accounting firm.

P. Assure accurate and timely filing of financial and tax reports required by law.

Q. Maintain accurate agency inventory records with annual verification. Develop and maintain related depreciation schedules.

R. Work with insurance brokers to establish and monitor insurance coverage to assure adequate coverage for property, professional and general liability, vehicles, directors and officers, and commercial umbrella policies. Recommend additional coverages as needed.

S. Conduct ongoing financial analysis of contracts and proposed projects as assigned with resultant reports to the CEO.

T. Serve as liaison to Board Finance Committee.

III. Human Resource Administration

A. Assure a positive employee relations position is maintained through consistent and fair application of policy, opportunities for staff input, and adequate communication methods.

B. Develop and recommend employee relations practices necessary to enhance the employer-employee relationship and promote a high level of employee morale.

C. Work with the Director of Human Resources to recommend wage/salary structure and benefit programs to CEO. Monitor for effectiveness and cost containment.

D. Assure compliance with agency policy, state and federal regulations concerning employment, safety, and benefit administration. Monitor exposure of the corporation and advise CEO of areas of concern.

E. Assures distribution of benefits information under ERISA.

F. Assures 401k year end testing and coordinates the annual 401k audit.

G. Assures the 5500 filing for the 401k and other benefit plans as required by regulation.

IV. Management and Supervisory Responsibilities

A. Participate effectively as a member of the agency executive team in policy, planning, financial forecasting, and control functions.

B. Ensure optimum performance of the Accounting and Finance functions. Provide supervisory direction and feedback to assigned staff to include coaching and to improve performance, completing performance reviews and disciplinary actions.

C. Ensure the health and safety of persons receiving services, self and other staff.

D. Serve as an advocate for participants by assuring recipients’ rights and confidentiality are protected in accordance with agency policy and the Mental Health Code, including completion of incident reports and verbal reporting to the supervisor and/or MMI's Recipient Rights Advisor.

E. Protect the confidentiality of agency business.

F. Serve as agency liaison with contracted provider of Information and Technology Services.
