The Navigation Center Program Manager is responsible for operating a shelter program that provides transitional housing for people who are chronically homeless, with the goal of program participants achieving permanent housing and self-sufficiency. The Navigation Center Program Manager will manage the facility maintenance and daily operations of the shelter, ensure compliance with grant requirements, manage program budgets, provide support and supervision to program staff, and maintain positive partnerships within the community.

MINIMUM QUALIFICATIONS The requirements listed below are representative of the knowledge, skill, and/or ability required of this position.

EDUCATION and/or EXPERIENCE

  • Bachelor's Degree in a Social Service, Management, or related field; two years of residential services or project management experience; or an acceptable equivalent combination of education and experience.
  • Ideal candidates will possess an advanced degree with experience in managing programs or projects.
  • A preference will be given to those with shelter or Permanent Supportive Housing experience, and experience managing/coordinating programs working with vulnerable or at-risk populations, including people experiencing homelessness or at-risk of homelessness.

CERTIFICATES, LICENSES & REGISTRATIONS

  • Driver qualifications are required for this position. Must have valid Oregon driver's license, insured vehicle available for use on the job, and satisfactory drive record for the previous five years.
  • Candidate must pass a comprehensive MWVCAA background screening prior to employment.
  • This position is subject to MWVCAA's Mandatory COVID-19 Vaccination Policy.

KNOWLEDGE, SKILLS and ABILITIES

  • Must possess excellent planning, organization and time management skills.
  • Bilingual English/Spanish speaking, writing and reading capabilities are preferred but not required. A bilingual pay differential will be made available upon successful completion of a bilingual assessment.
  • Possesses highly effective interpersonal skills, with demonstrated ability to effectively communicate with diverse groups orally and in writing.
  • Ability to remain flexible and adaptable in the presence of changing requirements and program needs.
  • Intermediate to advanced computer skills. Proficient in Microsoft Word, Excel and Outlook, database software, online tools, and video conference platforms.

**ESSENTIAL DUTIES AND RESPONSIBILITIES This job description is not intended to be all-inclusive.

  • Oversees daily physical operations of the facility and grounds, including: staff, visitor and client safety, cleanliness, code compliance and major/minor repairs.
  • Coordinates contract services for maintenance of the shelter, including connections with external vendors, such as: security, landscaping, janitorial services, and general contractors.
  • Develops and upholds program policies and procedures. This includes the creation of work flows aimed towards navigating clients to resources, the development of self -sufficiency, and housing stabilization.
  • Inducts, coordinates, and collaborates with various community partners to provide a variety of onsite wrap-around services.
  • Establishes and maintains positive relationships with law enforcement, community partners and city officials.

SUPERVISORY RESPONSIBILITIES

Directly supervises approximately 15 - 25 employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. Leads team with approved trauma informed approaches.

  • Specific vision abilities required by this job include close vision and ability to adjust focus.
  • Regularly lift and/or move 20 pounds and occasionally lift and/or move up to 50 pounds.
  • Manual dexterity for handling office equipment.
  • Regulates emotions and handles pressures of frequent demands for attention, time and work tasks.
  • Regulates emotions and maintains calm disposition during interactions with escalated clients and staff.
  • Ability to effectively de-escalate heightened interactions.

WORK ENVIRONMENT

  • Working evenings and weekends when necessary.
  • Works in conjunction with ARCHES and community partner programs serving client population experiencing homelessness, substance use disorders, severe and/or persistent mental illness, and/or unpredictable behavior.
  • Indoor work environment with frequent interruptions and demands.
  • Working with customers/clients over the phone and in-person.
  • Working on-site at all times.
  • Driving in all weather conditions. Occasionally exposed to outside weather conditions.
  • Variable and flexible work hours.
  • Potential risk of exposure to COVID-19 and other conditions. Personal Protective Equipment (PPE) such as face coverings may be required.
