Lieutenant - Facilities Manager

Middle River Regional Jail is seeking a qualified Maintenance Facilities Manager. The Facilities Manager will hold the rank of Lieutenant. This position requires administrative, managerial and technical skills encompassing responsibilities for overseeing, directing and preforming repair and maintenance at all sites of Middle River Regional Jail (MRRJ). Work requires considerable initiative and responsibilities in management of financial activities, planning, budgeting, directing, coordinating, analysis, and development and implementation of numerous activities. Work is performed in accordance with established Standard Operating Procedures.

Responsibilities:

1. Maintains and repairs systems according to the highest standards within budgetary constraints
utilizing staff, contractual services and inmate labor
2. Assigns, schedules and directs the work of subordinate mechanics engaged in routines preventive maintenance involving electrical, heating, air conditioning, water and alarm system of the facility
3. Directs and coordinates work of subordinate personnel engaged in installing, maintaining, repairing and servicing
4. Determines need for material and equipment required to complete projects according to size and nature of project
5. Prepares reports concerning manpower utilization work progress and disposition of material
6. Assures the equipment, supplies and materials needed to complete tasks of the facility are ordered and received in a timely fashion
7. Develop, implement and conduct a preventative maintenance program for all MRRJ
8. Frequently inspects grounds and structures determining the need for maintenance and repairs
9. Performs maintenance and technical tasks as required to maintain and repair systems of the MRRJ
10. Performs skilled technical duties in the operation and maintenance of stationary engines, turbines, air compressors, generators, motors, boilers and auxiliaries; and heating, ventilating and air conditioning (HVAC) equipment
11. Operates, maintains, cleans, adjusts and repairs high pressure steam boilers, emergency power
generators, auxiliary components; HVAC systems including air handling system, variable frequency
drives, variable air volume units, and emergency recovery system
12. Installs and maintains electrical, mechanical and plumbing fixtures and equipment
13. Develops, monitors and schedules service contracts in the repair and maintenance of electrical,
heating, plumbing, air conditioning, water and alarm/security systems
14. Ensures that life safety systems are maintained through scheduling tests and inspections by the appropriate regulatory agencies

Perform additional duties as assigned by Director of Support Services or higher authority.

1. Bachelor’s degree from an accredited college or university in Engineering, Architecture or related
field preferred (Technical training in maintenance and repair management may be substituted).
2. High school graduate or equivalent required.
3. Must be eighteen (18) years of age or older.
4. Must be a citizen of the United States or legally employable in the United States.
5. Minimum of five (5) years’ experience (at supervisory level) in maintenance and center operation at a public, private, or military agency.
6. American Heart Association (AHA) First Aid/CPR certified or become after employment.

SPECIAL REQUIREMENTS:
1) Possess and maintain a valid Virginia Driver’s License. Successful completion of a criminal records check.

2)Must maintain telephone/cell phone number for emergency contact.

3)Must be a citizen of the United States.

4)Must not have been convicted of, or pleaded guilty or no contest to, a felony or any offense that would be a felony if committed in Virginia.

5)Must be able to pass a physical and drug screening.
