This position will provide statewide expert-level leadership, direction and support to others and to administer the provisions of the State Building Code by providing enforcement of state and federal regulations pertaining to the licensing of licensed manufactured home manufacturers, dealers, and installers by applying the principals and application of the provisions contained in the States manufactured housing and modular-prefabricated buildings codes as well as certain state and federal statutes and rules. Perform other duties as assigned.

- This job posting will be used to fill up to two (2) vacancies.
This position will provide statewide expert-level leadership, direction and support to others and to administer the provisions of the State Building Code by providing enforcement of state and federal regulations pertaining to the licensing of licensed manufactured home manufacturers, dealers, and installers by applying the principals and application of the provisions contained in the States manufactured housing and modular-prefabricated buildings codes as well as certain state and federal statutes and rules. Minimum Qualifications
- Valid driver’s license.
- Four (4) years experience* working in the construction industry that includes:
- Experience performing field inspections and/or plan reviews on projects that are equivalent to those regulated by the Construction Codes and Licensing Division.
- Must obtain a State of Minnesota Building Official certification within twelve (12) months of hire.
- Doctorate degree in construction management or building sciences program may substitute for two years of experience; Master’s degree in construction management or building sciences program may substitute for 18 months of experience; Bachelor’s degree in construction management or building sciences program may substitute for one year of experience; Associates degree in construction management or building sciences program may substitute for six months of experience.
- Knowledge of MN State Building Code and its application in the built environment.
- Understanding of the operation of state, local and federal governments and their relationships.
- Analytical skills to review submitted material for relevance, accuracy, correlation and completeness.
- Skills to provide consultative support; educate staff, consumers and stakeholders regarding licensing and administration requirements related to manufactured homes, prefabricated buildings and industrialized/modular structures.
- Knowledge and understanding of federal requirements for manufactured homes and their requirements for installation in Minnesota.Knowledge of in-plant manufacturing practices for industrialized and modular building construction.
- Ability to communicate effectively with individuals with a wide range of backgrounds, who do not share your same culture, ethnicity, language, or other common experiences.
- Current Interstate Industrialized Building Commission certification (IIBC) for Plans Examiner or Building Inspector.
- Experience as a plans examiner and an on-site building inspector
- Experience with electronic plan review software systems and electronic permitting and database systems.
- Current International Codes Council (ICC) certification and ability to acquire IBC certification within two years from date of hire.
- Language skills other than English (such as Somali, Spanish, Hmong, Karen or ASL).
- Have separated under honorable conditions from any branch of the armed forces of the United States;
- Have served on active duty for 181 consecutive days or more or for the full period ordered to active duty OR have separated by reason of disability incurred while serving on active duty;
- Be a United States citizen or resident alien;
- Have served in active military service at any time on or after September 11, 2001 as shown on your form DD-214.
- Meet service requirements and have a verified service-connected disability rating of at least 30%.
