This position is located at Central Office in St. Paul and may work a hybrid schedule or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.

This position performs reviews of indirect cost rates, financial analysis, and grant budgets that comply with generally accepted accounting principles (GAAP) and generally accepted government auditing standards (GAGAS). These reviews provide education and assist with management decisions to agency program offices that work with grantees and other contractors.

Other responsibilities include:

  • Providing technical guidance and expertise to the Office of Financial Management, Office of Audit leadership, and other Office of Audit staff on indirect cost rates, cost principles, cost allocation plans and pre-award/close-out audits.
  • Reviewing the work of other team members that perform complex and/or sensitive indirect cost rate reviews of grantees and sub recipients.
  • The Minnesota Department of Transportation does not sponsor applicants for work visas or Optional Practical Training Extensions for STEM Students. Individuals must be legally authorized to work in the US at the start of employment.

Minimum Qualifications

Two years of advanced professional accounting, finance, or grants experience that demonstrates:

  • Experience working with grants and/or contracts.
  • Experience applying laws, rules, regulations, policies, and procedures related to federal, state, and/or local grant funding.
  • Experience analyzing financial data and legal compliance requirements.

A bachelor's or master’s degree in accounting, finance, planning or a related degree, may substitute for six months of advanced professional experience.

Preferred Qualifications

  • A Bachelor’s or Master’s degree in Accounting, Finance, or Business Administration (with an accounting concentration).
  • Certified Public Accountant (CPA) and/or Certified Internal Auditor (CIA).
  • Experience performing indirect cost rate reviews.
  • Government and/or non-profit auditing experience.
  • Experience applying generally accepted accounting principles (GAAP) and/or generally accepted government auditing standards (Yellow Book).
