Responsibilities
Position Overview
The Project Control Specialist is an essential member of the project management team. They assist the Project Manager in maintaining solid financial execution of assigned projects while enabling the PM to remain highly engaged with customer product and service delivery.
Role and Responsibilities*
The Project Control Specialist is expected to perform the project control role equivalent to a Project Control Specialist – Career or higher.
Conducting financial planning and tracking execution to plan
- Tracking revenue to plan
- Monitoring expenses
- Conducting profit analysis
- Establishing basics business plan forecasts (burn rates)
- Monitor available funding, notify PM and contracts manager of limitations of funds projections.
- Prepare ROMs for new contracts or additional funding to an existing contract.
- Review draft MODs for accuracy prior to PM approval and Contract acceptance.
Financial risk and issue tracking
- Provide ideas and solutions to maintain project financial stability.
- Ensure all working tasks have appropriate funding to reach program goals and deliverables.
- Assist PM with the drafting and submission of At-Risk request forms.
Preparing reports and managing data
- Prepare monthly cost reports, cost overviews, funding status reports, labor graphs, man hour reports, and other deliverables as required by contract and project manager.
- Provide customer requested reports such as accruals, incurred costs, reconciliations, etc. for submission.
- Prepare and answer questions pertaining to the quarterly PMR financial reports.
- Maintain Review/provide contract information to be input into Costpoint including Work Breakdown Structure (WBS), Project Labor Categories (PLC), funding and value updates, invoice structure, owning organization, workforce, and revenue recognition.
Maintain the project travel budget
- Ensure all travel is planned, coordinated, approved, executed, and reported within the guidance and regulations set forth by the contract and the FAR
- Review and approve expense reports ensuring receipts are complete, the project charge number is correct, and any prior approval has been submitted.
Project interface with Finance, Accounting and Contracts Team
- Work with PM and Project Setup to open charge codes and link employees to PLCs
- Provide accrual amounts for vendor/sub invoices that do not make A/P cutoff.
- Review MTSI customer invoices, coordinate approval with PM
- Ensure direct costs are allocated to correct accounts and burdened correctly.
- Work with Purchasing to track vendor ODC and Material purchase commitments and actuals.
- Support de-obligation requests with finance and billing.
Personnel Time Management
- Review timecards throughout month to avoid timecard corrections.
- Work with employees, supervisors, and payroll to complete necessary timecard corrections.
- Review and submit remaining hours report for employees.
Business Operations
- Prepare and coordinate financial budgets, operating plans, and forecasts.
- Perform program and BU level contract project performance analysis.
Qualifications
Required Education:
Bachelor’s degree required – Highly desired majors: Business Administration, Finance or Financial Management, Business Analysis or similar
Required Skills:
- 2 - 8 years experience in the project control, financial or business analysis/planning, preferably in the defense or government contract environment
- Familiarity with Financial Management toolkits such as Deltek/Costpoint, Workday Adaptive Planning, Power BI or similar Business Intelligence system(s)
- Advanced proficiency in Microsoft Office, particularly MS-Excel

Leadership/Direction: Activities will be directed, monitored, outlined, and supervised by the PCS Team Supervisor. Works under general supervision.
