The Modesto Irrigation District is currently recruiting to fill one full-time regular position in the Human Resources Division to perform a variety of professional and technical work in support of human resources functions including classification and compensation, recruitment and selection, employee benefits and leave administration, employee development; employee/labor relations, and to serve as a resource to managers, supervisors, and employees on human resources matters. 

Distinguishing Characteristics:

Human Resources Analyst II: This is the journey level class in the Human Resources Analyst series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. 

Supervision Received and Exercised:

Human Resources Analyst II: Receives direction from a Senior Human Resources Analyst or higher level manager.

The list established as a result of this recruitment may be used to fill other Human Resources Analyst II vacancies within the District that may occur through October 7, 2023.

Duties may include, but are not limited to, the following:

  • Analyze, interpret, research and compile information for the revision and maintenance of the District’s classification plan and allocation of positions; monitor and maintain allocation schedules and salary schedules.
  • Research and provide advice on organizational structure to improve the efficiency and effectiveness of District operations.
  • Design and implement recruitment activities to obtain qualified candidates, including the creation of recruitment timelines, advertisement sources and selection process including application review, supplemental questionnaire development, and test administration; receive, research and respond to candidate appeals.
  • Interpret and explain policies, procedures, and regulations to District staff and the public; respond to complaints and requests for information from employees, management, outside agencies and the public.  Conduct presentations to small and large groups.
  • Coordinate the processing and maintenance of a comprehensive benefit plan including health, dental, life insurance, and other benefits including protective leave; coordinate and conduct the interactive process; process and support pension benefits administration; administer the District’s open enrollment process.
  • Research and interpret MOU language, Personnel Rules and Regulations and labor law for District departments, employees, employee organizations, job applicants and the general public.
  • Prepare a variety of administrative and technical reports and correspondence including Board of Directors communications.
  • Provide technical support in the maintenance, implementation and use of the District’s HRIS system and performance evaluation system; analyze and develop forms and procedures associated with computer applications; maintain department intranet and internet pages.
  • Develop and implement comprehensive training plans including new employee training to include the design and development of class curriculum including course examinations, exercises, assessment tools, participants guides and instructional materials.
  • Review operating procedures, systems changes and new technologies in order to develop training plans; develop and administer assessment program; collect, develop and administer a reference library for educational endeavors.
  • Participate in and lead special projects; participate in the selection of consultants and vendors; review and approve the work of consultants and vendors.
  • Coordinate with third party administrator for the administration of MID’s retirement program.
  • Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
  • Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
  • Assist with the development and maintenance of District policies and procedures; represent the division to outside professional organizations; participate on cross functional teams.
  • Participate in internal and external compensation and benefit studies.
  • Advise on grievance processing and dealing with disciplinary matters; interpret provisions of the Memorandum of Understanding with managers and employee organizations.
  • Recommend and participate in the implementation and improvement of policies and procedures.
  • Build and maintain positive working relationships with co-workers, other District employees and the public using principles of good customer service.
  • Maintain confidentiality.
  • Perform related work as assigned.

Experience and Training:


Education:
A Bachelor’s degree from an accredited university in business administration, public administration, or a related field.

AND

Experience:
At least three years of responsible professional experience performing duties similar to that of a Human Resources Analyst I with the Modesto Irrigation District. Experience in talent aquisition, employee/labor relations, and/or disability interactive process is desirable.

Knowledge of:

  • Principles and practices of human resources programs including but not limited to recruitment and selection, classification and compensation, benefit and pension administration, interactive process and leave administration, new employment orientation and training programs, and employee and labor relations, within a public agency.
  • Advanced methods of statistical research and presentation.
  • Principles and practices of project management.
  • General principles and practices of human resources administration and organizational management.
  • Practices, methods and procedures utilized in recruitment and selection.
    Pertinent federal, state, and local laws, codes and regulations.
  • Elementary statistics.
  • Modern office equipment and procedures including use of a variety of software applications.
  • English usage, spelling, grammar and punctuation.

Ability to:

  • Independently perform professional analytical work in support of human resources programs.
  • Identify, research and respond to questions from other District departments, outside agencies and the public.
  • Prepare and present technical reports.
  • Interpret and explain human resources programs and policies.
  • Collect, compile and analyze data and develop logical conclusions and sound recommendations.
  • Respond appropriately to difficult and sensitive matters.
  • Learn to perform a wide variety of human resources activities, ensuring compliance with District policies and procedures, local, state and federal laws and regulations.
  • Collect, compile, analyze and summarize written and statistical information and data.
  • Prepare clear and concise technical and administrative reports.
  • Prepare and conduct professional presentations to small and large groups.
  • Analyze situations carefully and adopt effective courses of action.
  • Use a personal computer and a variety of software applications.
  • Plan and organize workload.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Communicate clearly and concisely, both orally and in writing.
  • Maintain confidentiality.

    License or Certificate:
    Possession of a valid California driver’s license by date of appointment.
