Definition: Under the supervision of the Assistant Superintendent – Educational Services, the Early Learning and Care Director administers, develops, implements, monitors, evaluates and reports on the California State Preschool (CSPP), full cost childcare, Child and Adult Care Food Program (CACFP), Resource and Referral (R&R), Child Care Training, Alternative Payment (CAPP), and any other Community Connections or Early Learning and Care Programs. General duties include coordination of communications, provision of resources and information to meet needs and assure smooth and efficient program activities, including coaching and evaluation of program staff. This position is contingent upon continuation of grant funding and or enrollment.

Supervision Exercised and Received: An employee in this classification receives supervision from the Assistant Superintendent – Educational Services within a broad framework of policies and procedures.

Examples of Duties and Responsibilities: Duties and responsibilities may include but are not limited to the following;

  • Planning: Responsible for overall program planning of the CSPP, Full Cost Childcare, CACFP, R&R, Child Care Training, CAPP, and any other Community Connections or Early Learning and Care Programs, including ensuring: year-round recruitment of students, enrollment, eligibility processing and records, monitoring plans, program policies and procedures, strategic plan, staff development plans, program improvement plans and any other state, federal or MCOE policies and requirements. Provide program administrative supervision and direction.
  • Budgeting: Develop budgets for the CSPP, Full Cost Childcare, CACFP, R&R, Child Care Training, CAPP, and any other Community Connections Programs and monitor efficiency. Sustain financial accountability and actively pursue additional funding opportunities. Submit required fiscal and narrative reports as requested or required.
  • Compliance: Develop, implement, and coordinate goals and objectives of the CSPP, Full Cost Childcare, CACFP, R&R, Child Care Training, CAPP, and any other Community Connections Programs, with other MCOE programs in cooperation with overall goals and objectives of MCOE. Conduct routine program monitoring and evaluation.
  • Supervision: Oversee and provide staff training and career development activities. Communicate regularly with staff. Conduct regular meetings with individual staff members and teams to monitor progress, implement program strategies and expectations, evaluate programs and plan for improvement. Complete accurate, and timely evaluations per MCOE evaluation procedures for all program staff.
  • Shared Decision Making: Arrange for and participate in recruiting, screening, and hiring new staff; provide written reports on program activities to the MCOE Board as required or requested.
  • Leadership and Professional Development: Develop formal and informal community partnerships and collaborative agreements with community businesses, agencies, schools, individuals, or other organizations that will enhance the services available to the programs. Participate in cluster, state, and regional conferences, training and networking activities. Network with other Child Development programs. Provide leadership to committees, workshops and various groups or collaborations. Develop positive relationships with students and families to better assess and provide support for needs and build upon assets.
  • Communication: Participate as a member of MCOE team; maintain confidentiality; encourage teamwork; demonstrate active listening skills, positive communication and conflict resolution strategies; participate in program and self-evaluation; and act as an advocate for all MCOE programs within the community.
  • Other duties as assigned: Complete other duties as assigned or as required by changing program needs and requirements to ensure efficient operation of programs and services to the community.

Qualifications: Must be 18 years of age or older

  • B.A. or B.S. degree or higher
  • Currently hold or be eligible to obtain a State of California Commission on Teacher Credentialing Child Development Program Director Permit, or meet alternative requirements
  • Ability to plan, direct, delegate, evaluate and supervise the work of others
  • Thorough understanding of contract compliance, budgeting and reporting
  • Administrative, program development and grant-writing skills
  • Strong organization skills and keen attention to detail

Pay: $73,695.00 - $103,965.00 per year
